Job Responsibilities
General
• Establish Policies, Standards, Operating Parameters and SOPs
• Establish, Implement and Drive Strategies and Directions
• Ensure that your section in Facilities Department operate in compliance to current statutory requirements
• Maintain and keep current all required statutory records, certificates, and licenses
• Establish/support effective KPIs for Facilities Department/section.
• Establish and implement Facilities/section TMs Development and Training needs
• Manage performance of customer driven quality program
• Maintain contacts with all relevant local authorities to ensure adequacy of compliance, solicit advice and seek support
• Utilize modern data management and analytical tool
• Establish appropriate management reports and statistics
• Drive Continuous Improvement initiatives
• Drive new Technologies initiatives
• Execute Projects Management for CAPEX, A&A and minor improvements
• Develop long term asset and building structure refurbish/replacement plan using life cycle analysis
• Support MBS Sustainability and CSR efforts
• Perform any other initiatives as directed by the Directors of Facilities
• Lead a facilities section of building structural systems in the Integrated Resorts (IR)
• Support Directors of Facilities in establishing strategies and plans for the respective team.
• Perform all duties in compliance with the policies / standards of MBS and directives of parent company LVSC.
• Coordinate with all departments and other stakeholders for the execution the required operation, maintenance, and project activities.
• Ensure safe working environment for the team members and contractors at all time.
Operation Management
• Ensure IR’s operational requirements are adequately supported.
• Establish operational standards and SOPs for IR’s facilities and Building Structural Systems.
• Operate the facilities and Building Structural Systems efficiently and safely per operational standards and SOPs.
• Maintain all mandatory operating permits required for facility operation.
• Implement Emergency Response Procedures to handle various emergency situations, such as fire, power outages, floods etc.
Project Management
• Manage and executed the assigned capital projects, A&A and improvements projects in accordance with the Company’s policies and guidelines.
• Prepare tender documents, scope of work and specifications.
• Manage /support the project hand-over and/or pre-opening program, including on-site physical inspection and defect rectifications
Resource Management
• Plan the sectional OPEX and CAPEX annual budget in accordance with requirements
• Manage and utilize the resources effectively to deliver the functions of Facilities department
• Ensure effective manpower planning with optimal productivity and budgetary control.
Leadership and People Management
• Be a role model particularly through OneMBS and manage the Facilities team to support MBS business objectives.
• Create a work environment that promotes teamwork, performance feedback, recognition, mutual respect and employee satisfaction
• Monitor and manage team performance by providing supervision, counselling, and coaching
• Manage team’s performance, work quality and productivity to meet department’s KPIs and MBS business objectives
• Provide training and development program for Facilities team members
• Execute hiring and succession planning processes that encompass the company’s diversity commitment.
• Manage team members’ staff issues including performance appraisal, administration of disciplinary actions etc. when necessary in accordance with MBS policies and procedures Job Requirements
Education & Certification
• Degree in Civil Engineering or related field preferred
Experience
• Minimum 5 years of relevant experience in Structural Engineering or façade engineering in Building projects.
• Experience in Facilities or Engineering Management in the large-scale properties such as Integrated Resort, Hospitality, Mixed Development, MICE etc. is a pre-requisite.
• Computer literacy in Microsoft Office Suite applications is a pre-requisite
• Proficient or have experience working in environment with Revit
• Participated in BIM coordination to assist to implement the project BIM execution plan
Other Prerequisites
• Technical competencies in all trades of Building structures & envelopes, particularly in a large-scale property(s).
• Strategic thinking and ability to establish multi layered directions and road maps.
• Forward thinking with constant outlook for continuous improvement to avoid status quo.
• Forward thinking with capability to harness new technology to drive innovations.
• Leadership and Coaching Skills to inspire reporting managers to be effective leaders and develop a committed and passionate Facilities team

• Analytical and Problem-Solving skill.
• Ability to exercise Decision Making and provide clear directions to Team Members when faced with vary levels of information and in challenging situations.
• Competency in developing a sustainable Training and Development program.
• Functional, Resources and Financial Management capabilities.
• Competency in Asset and Maintenance Management of building structures & envelopes.
• Competency in formulating Compliance and Internal Audit program to meet Operational standards
• Pre-Opening capabilities of similar sized properties
• Proven track record of a diverse range of projects such as in low and high rise in reinforced concrete or structural steel with various type of facade including alteration and addition works on existing building.
• Involved in small and medium sized projects, as well as being a key member of larger project groups. This will include design, technical documentation, cost estimates, tender submissions, project scheduling and meeting deadlines and budgets.
• Structural design calculations
• Provided façade engineering advice and designs to architects and clients on buildings projects
• Took responsibility for façade engineering documentation including drawings and specifications.
• Experience in managing a large and multi-cultural work team is a pre-requisite.
• Experience in developing a sustainable Training and Development program is a pre-requisite.
• Pre-Opening of properties will be an advantage.
• Experience in formulating and implementing Compliance and Internal Audits program is a requisite.
• Working experience in a Corporate or Headquarters environment in the related fields will be an advantage.
