This is a professional position within the Bureau of Human Resource Management serving as an Assistant Chief of the Bureau of Human Resource Management and Employee Relations Manager. The incumbent attends meetings as needed in the absence of or as requested by the Chief of Human Resource Management.
Manages all facets of employee relations overseeing the issuance of corrective and disciplinary actions - Counseling, oral and written, reprimands, reductions in pay, demotions, suspensions, dismissals. Provides guidance and consultation to employees and management by responding to questions and explaining Career Service Rules, Collective Bargaining and Department policies and procedures. Assist in determining level of disciplinary action to be taken.
Assist the Office of General Counsel and Office of Civil Rights as needed or required. Draft letters of intended disciplinary action and final action for review and approval by the Office of General Counsel and other appropriate Senior Leaders. Determine dates of suspension or dismissal in accordance with State Personnel Rules and/or Collective Bargaining agreements. Assist in pre-determination conferences as requested or needed. Maintain disciplinary files. Assist the Office of the General Counsel as needed in any appealable action i.e., dismissal, suspension, reduction in pay, demotion. Performance Improvement plans – provide guidance to managers and supervisors on performance improvement plan(s) for employees not meeting expectations.
Career Service Grievances: provide consultation and guidance to employees and management by responding to questions and explaining Career Service Rules and Department procedures. Review, analyze, research, and make recommendation(s) as to whether Career Service grievance and desired resolution involve a matter over which the Department has control.
Assist in conducting investigations relating to Employee Relations which may include onsite visits and direct communication and meetings with employees and management. Explain State Personnel Rules, Department policies and procedures, union contracts adherence. Prepare reports of findings and make recommendations for solution and/or remedy.
Agency contact for Employee Assistance Program (EAP) - Assist with employee inquiries, self-referrals, mandatory referrals and ensure all employees are aware of program and current provider. Work with vendor as needed.
Responsible for the annual Perquisite and Moving Expense report that is sent to the Department of Management Services after signature of HRM Bureau Chief.
Oversees HRM’s Training Unit– develop training plans, provide guidance on content, ensure mandatory training is conducted and training requests from partners and Department are addressed as needed. Conducts employee relations training as needed.
Exercises independent judgement in carrying out the above responsibilities.
Perform other duties as needed.
Successful completion of a Level 2 security background screening is required, prior to employment, and to maintain employment, which consists of fingerprinting and a check of local, state, and national law enforcement records.
At least 8 years of management experience in a Human Resource Office. Direct experience in Employee Relations/Labor Relations.
Experience in conducting training.
Duties and responsibilities of this position must be performed at the official work site of the Department.
Travel may be required.
Preference given to applicants with at least 8 years of experience in a State of Florida Agencies Human Resource Office.
Experience managing an employee relations unit.
Experience in managing multiple areas of Human Resource Management.
$90,000-100,000, based on experience.
