Summary

An employee in this position performs a variety of skilled duties associated with the safety, operations, maintenance, and security of jetport grounds, buildings, operational areas, facilities, and equipment for Harnett County. This includes: assisting in the training and developing of newly hired employees; assisting with reviewing of new hire applications; working closely with supervisor on personnel, budget, and support issues for GS-Jetport; performing special projects; assisting customers; resolving customer issues; supporting the daily operations, maintenance, and security functions of the jetport; making sure facilities are in operational condition at all times and in compliance with FAA safety regulations; opening and closing facility; r fuel; tracking inventory; assisting with monthly invoicing; and preparing and submitting reports.

Hiring Salary: $44,604.00

Examples of duties

ESSENTIAL FUNCTIONS OF THE POSITION:

  • Oversees the Jetport Line position.
  • Sets work priorities; organizes duties and tasks.
  • Helps coordinate and schedule fuel deliveries, setting fuel prices, and tracking inventory; collects cash and processes credit cards for fuel and other products and services; maintains fuel farm facility; conducts quality control inspections; and refuels aircraft.
  • Must be able to drive and operate a vehicle to travel as needed.
  • Serves as a trained "navigator" of community resources; connects
  • Receives fuel from transport tanker to fuel storage tank and maintains associated logs and reports.
  • Collects data on jetport operations to measure jetport activity
  • Issues NOTAMs (Notice to Airmen)
  • Maintains current customer database
  • Assists Jetport Director with jetport capital improvement projects.
  • Assists with grounds keeping work which includes mowing, raking, trimming, sweeping or blowing, etc.
  • Operates equipment, including tractors with implements, lawnmowers, chainsaws, weed-eaters, blowers, and other equipment.
  • Performs preventive, emergency equipment maintenance and minor repairs on buildings and equipment; cleans and paints.
  • Operates aviation communication radio to both give and receive information.
  • Provides excellent customer service to both internal and external customers.
  • Assists with weather observations.
  • Performs a wide variety of construction, maintenance, and repair work for jetport buildings, hangars, pavement, airfield lighting, security lighting, security fencing, aviation fuels storage and dispensing as well as other facilities and grounds.
  • Performs daily inspection of all jetport safety and operational areas and equipment including runway and taxiways, airfield lighting, parking aprons, hangars, terminal building, fuel storage areas, and perimeter fences and gates.
  • Performs duties to monitor and report security regulations, OSHA regulations, Uniform Fire Code regulations, environmental regulations, and vehicle operation and parking rules.
  • Completes and compiles inspection forms, operational record keeping, aircraft incident reports, emergency medical responses, wildlife hazard incidents (bird or other animal strikes), reports, correspondence, monthly billing information, and citations; updates related computer information; and maintains hard copy and electronic records.
  • Receives and assists in resolving complaints or problems occurring on assigned shift.
  • In case of extraordinary and emergency situations, acts as the initial contact for emergency service personnel, assisting with ensuring first aid administered to any injured persons; once the initial emergency is under control, confers with management for follow-up to ensure life and property are protected.
  • Works on-call as scheduled or as needed during other shifts (including 12-hour shifts), off hours, weekends, and holidays as emergencies dictate.
  • Performs other related duties as assigned.

Qualifications

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Associate’s degree in aviation management, business administration, or a related field;
  • Two (2) years of related work experience in jetport operations, building, and landscape maintenance;
  • Or equivalent education and/or experience.
  • Pass pre-employment and random drug screenings;
  • Possession of a valid North Carolina driver's license;
  • Completion and passing of the National Air Transportation Association (NATA) Professional Line Service Training (PLST) program (or complete and pass within one (1) year of hire); and
  • Possession of a private or student pilot’s license preferred but not required.

KNOWLEDGE, SKILLS, and ABILITIES:

  • Knowledge of the methods, procedures, and policies of Harnett County related to the job.
  • Knowledge of principles and practices of landscape maintenance, carpentry, and electrical work.
  • Knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibility of the position.
  • Knowledge of the occupational hazards and safety precautions required to perform the essential functions of the work.
  • Knowledge of terminology and related professional languages used within the Department.
  • Knowledge of general aviation aircraft and general aviation jetport operations.
  • Ability to establish and to maintain cooperative and effective relationships with intra- and interdepartmental personnel, as well as any external entities with which position interacts.
  • Skill in operating equipment, machinery, tools, and/or materials used in performing essential functions.
  • Skill in performing basic math calculations including working with decimals, fractions, and percentages.
  • Ability to exercise judgment.
  • Ability to solve problems and ability to resolve conflicts for mutual satisfaction.
  • Ability to identify and see alternative solutions to issues or situations.
  • Must have the ability to be contacted and to respond in a timely manner and be willing and able to perform and respond to emergency work on an evening, weekend (24 hours per day).

Supplemental information

PHYSICAL DEMANDS:

Must be able to perform heavy work exerting up to 20 pounds of force to lift, carry, push, pull, or otherwise move objects; frequently requiring 30 pounds of force to move objects; and occasionally requiring to exert up to 100 pounds of force to move objects. This work also involves the physical abilities of balancing, climbing, crawling, crouching, perceiving sounds at normal speaking levels, discriminating among odors, kneeling, lifting, having manual dexterity, using mental acuity, pulling, pushing, speaking, standing, stooping, shouting to be heard above ambient noise, and walking. An incumbent must also possess the visual acuity to analyze data, make observations, operate machinery, use a computer, and inspect for defects.

WORK ENVIRONMENT:

The employee works under both indoor and outside environmental conditions; is exposed to significant noise and vibrations and physical conditions such as proximity to moving mechanical part and electrical current; works in high places, narrow aisles, crawl spaces, and areas which could cause claustrophobia; and has exposure to high heat, chemicals, oils, fumes, dusts, odors, or poor ventilation.
