Job Description

Koniag Data Solutions, LLC, a Koniag Government Services company, is seeking a Senior Level IT Knowledge Management Support to support KDS and our government customer at Joint Base San Antonio, TX. This position requires the candidate to be able to obtain a Public Trust. This position is for a Future New Business Opportunity.

Essential Functions, Responsibilities & Duties may include, but are not limited to:
• Provides senior-level leadership and strategic direction for the Defense Health Agency's IT Knowledge Management initiatives across its global network of military hospitals, medical clinics, and dental clinics.
• Serves as a top-tier expert responsible for shaping and overseeing the implementation of DHA's comprehensive IT knowledge management strategy, with a strong focus on leveraging SharePoint and other advanced collaborative technologies. Leads the development and continuous refinement of DHA's overarching IT knowledge management architecture, ensuring alignment with DoD IT strategies, organizational objectives, and industry best practices.
• Directs the integration of knowledge management principles into all aspects of DHA's IT operations, spanning approximately 250,000 end-user devices and 3,000 physical and virtual servers across 250 sites worldwide.
• Provides high-level strategic guidance to DHA leadership on knowledge management matters, including long-term planning, resource allocation, and measuring the impact of knowledge management initiatives on organizational performance.
• Collaborates with executive stakeholders to secure buy-in and resources for critical knowledge management programs.
• Directs the design and implementation of sophisticated, enterprise-wide knowledge management solutions, including advanced SharePoint configurations, artificial intelligence-driven knowledge discovery tools, and integrated collaboration platforms.
• Ensures these solutions comply with DoD cybersecurity requirements and the Risk Management Framework (RMF).
• Spearheads the development of innovative knowledge capture and transfer methodologies, addressing the unique challenges of DHA's complex and dynamic IT environment.
• This includes implementing strategies for preserving tacit knowledge, facilitating cross-functional knowledge sharing, and supporting rapid knowledge dissemination during critical incidents or deployments.
• Oversee the creation and management of a comprehensive IT knowledge taxonomy and ontology that spans all IT disciplines within DHA.
• Directs efforts to continuously refine these structures to adapt to evolving IT landscapes and emerging technologies.
• Leads initiatives to integrate knowledge management capabilities with other enterprise systems, including IT service management platforms, project management tools, and learning management systems. Ensures seamless knowledge flow across all IT processes and decision-making frameworks.
• Develops and implements advanced analytics and reporting frameworks to measure the effectiveness and ROI of knowledge management initiatives.
• Provides executive-level insights on knowledge utilization patterns, identifying areas for strategic intervention and improvement.
• Champions the cultivation of a knowledge-sharing culture within DHA's IT organization. Directs the development of incentive programs, recognition systems, and change management strategies to drive adoption of knowledge management practices at all levels.
• Represents DHA in high-level inter-agency knowledge management forums and collaborates with external partners to enhance overall knowledge sharing within the military health system. Serves as the primary liaison with DoD knowledge management authorities on strategic matters.
• Mentors and develops the next generation of knowledge management leaders within DHA, fostering a culture of continuous learning and innovation.
• Oversees the development and delivery of advanced knowledge management training programs for both technical and non-technical personnel.
• Stays at the forefront of emerging knowledge management technologies and methodologies, directing pilot programs to evaluate and adopt cutting-edge solutions that can enhance DHA's knowledge management capabilities.
Education:
• Master's degree in Information Systems, Knowledge Management, Computer Science, or a related field. Ph.D. preferred. Advanced certifications (e.g., CKM, CKMP, or equivalent) are highly desirable.
• SharePoint expert-level certifications are a significant plus.
Experience:
• 12+ years of progressive experience in IT knowledge management, with at least 8 years in senior leadership roles managing enterprise-level knowledge management programs.
• Must have a proven track record of implementing and overseeing comprehensive knowledge management strategies in large, complex environments, preferably within DoD or healthcare sectors.
• Extensive experience with SharePoint and other advanced knowledge management technologies is essential.
