Position Title: Senior Legislative Strategist

Omni Family of Services is creating a brand-new role, and we're looking for the right person to build it from the ground up: Senior Legislative Strategist.
This is a rare opportunity to walk into a newly created, enterprise-level position with a direct line to the CEO and executive leadership. You won't be inheriting someone else's playbook. You'll be writing it, monitoring and analyzing legislation, regulations, and state budgets across every state where Omni operates, and turning that analysis into real influence on the policies affecting foster care, adoption, behavioral health, IDD services, and community-based family support.

What You'll Do
- Monitor and analyze pending and enacted legislation, regulations, and state budgets, then translate them into clear briefings for the CEO, executive leadership, and Board of Directors
- Build and sustain relationships with lawmakers, legislative staff, and executive branch officials on child welfare, behavioral health, foster care, IDD, and continuum of care issues
- Represent Omni's interests within state advocacy associations and coalitions, helping shape shared advocacy agendas
- Write letters of support and opposition, and prepare and deliver testimony at legislative and administrative hearings
- Develop webinars, podcasts, and other thought-leadership content that positions Omni as a credible, informed voice in the industry
- Track legislative and regulatory outcomes and report on the business impact of advocacy efforts
- Partner with 3LS leadership on legislation and regulations affecting employee ownership and ESOPs, nationally and in Tennessee
- Represent Omni at legislative sessions, hearings, conferences, and stakeholder events, including overnight and multi-day travel
What You Bring
- Bachelor's degree in Political Science, Public Policy, Public Administration, Communications, or a related field (Master's preferred)
- 5+ years of progressive experience in government relations, legislative affairs, public policy, or advocacy, ideally in human services, child welfare, behavioral health, IDD, or a related regulated industry
- A track record of building trust with lawmakers, staff, and officials, and turning relationships into results
- Strong writing and public speaking skills, with the ability to translate dense legislative language into something a room, a hearing, or a webinar audience can actually use
- Comfort managing multiple state-level priorities at once and working independently
- A valid driver's license, proof of insurance, and reliable transportation; willingness to travel frequently, including overnight and multi-day trips, with some evening and weekend flexibility during legislative sessions
- ESOP knowledge is a plus, not a requirement
