About the Role:
The Senior Legal Analyst serves within the Office of the General Counsel and operates at a level above a traditional paralegal while not functioning as an attorney of record. This role provides advanced legal, compliance, and litigation support to ensure the integrity, defensibility, and operational readiness of MOCJ’s legal and interagency work.

The Senior Legal Analyst independently drafts legal instruments such as Memoranda of Understanding (MOUs), manages complex FOIL requests, supports Article 78 and other litigation matters, oversees document collection and preservation processes, and serves as the primary liaison with IT for records retrieval and email production. The role requires strong judgment, discretion, and the ability to manage cross-functional coordination across operations, policy, IT, finance, and external stakeholders.

This position reports to the General Counsel (or Deputy General Counsel, as applicable).

Responsibilities include, but are not limited to:

Legal Drafting, Editing, and Quality Control:
- Draft, revise, and track Memoranda of Understanding (MOUs), interagency agreements, contracting instruments, and related legal documents
- Ensure agreements align with MOCJ governance standards, operational workflows, and compliance requirements
- Draft correspondence, including response letters, notifications, and determination communications
- Edit and format legal and policy documents for clarity, consistency, and accuracy
- Review policy documents and formal notifications, and ensure coordination of review cycles with internal leadership, oversight agencies, and external partners
- Review materials for completeness and escalate legal review issues to counsel

Litigation and Legal Support
- Assist with liaising with the NYC Law Department on litigation matters, including Article 78 proceedings
- Work with attorney liaisons to engage with units or individuals within MOCJ to obtain relevant documents and information Coordinate with program units to collect responsive documents
- Ensure litigation holds are implemented and documented and tracked appropriately
- Work closely with MOCJ’s FOIL Officer to ensure compliance with the Freedom of Information Law

Document Management and Records Compliance:
- Lead document collection efforts in coordination with General Counsel team, IT, and any other MOCJ units generally and as part of e-Discovery for:
-- Litigation, including Article 78 proceedings
-- Subpoenas
-- FOIL compliance and response
-- Any other matters as assigned
- Work directly with IT to:
-- Ensure accurate email pulls and search term parameters
-- Confirm date ranges and custodial scopes
-- Validate completeness of data production
- Maintain secure records, lead document preservation efforts, and ensure compliance with records and data retention policies
- Maintain centralized repository and version control of all executed agreements
- Create and maintain template library for standardized legal communications
- Work with the Agency Privacy Officer and various MOCJ units to ensure compliance with privacy laws and regulations

Compliance Tracking & Notifications:
- Track statutory deadlines, court dates, and agency response requirements
- Draft and disseminate required legal notices
- Develop and manage internal tracking tools for FOIL, litigation, agreement management, and legal unit matter tracking
- Support internal audits and compliance reviews
- Maintain tracking logs and ensure compliance deadlines are met

Qualifications

1. Do you have a baccalaureate degree from an accredited college or university?

2. Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities?

3. Do you have a four-year high school diploma, or its educational equivalent approved by a state's Department of Education or a recognized accrediting organization along with four (4) years of experience as described in question "2" above?

4. Do you have a satisfactory combination of education and/or experience equivalent to that described in questions "1," "2," and/or "3" above?
