Senior Joint Training Requirements Specialist (JTRS) - Regional SME

Network Runners is seeking Senior Joint Training Requirements Specialists to support the National Guard Bureau J37 mission by providing joint training and readiness analysis, regional JFHQ-State/territory support, exercise and workshop support, Joint Training System integration, Joint Training Plan development, JELC support, and readiness-system expertise. Each specialist will be aligned to one of five operational regions supporting the 54 States and Territories.
Posting Quantity: 3 full-time regional positions
Duties and Responsibilities:

  • Provide continuous joint training and readiness support to assigned JFHQ-State/territory customers within a designated operational region.
  • Assist JFHQ staffs with integrating the Joint Training System into training, exercise, planning, and readiness processes in accordance with current CJCS and NGB guidance.
  • Develop and update Joint Training Plans, training objectives, Mission Training Assessments, Training Proficiency Assessments, J/AMETLs, and related readiness products.
  • Support Joint Event Life Cycle activities, including exercise design, planning conferences, milestone tracking, MSEL development, event execution, assessment, and lessons-learned activities.
  • Serve as an Observer, Controller, Trainer during approved exercises and training events and document training observations and follow-on recommendations.
  • Conduct or support JTS and training-system workshops for JFHQ-State/territory personnel, including classified and unclassified training environments.
  • Assist users with DRRS, JLLIS, the Joint Training database/tool of record, and other approved joint training and readiness systems.
  • Conduct Government-approved state and territory support visits and prepare required trip reports, executive summaries, training plans, surveys, and follow-up products.
  • Maintain accurate regional activity, contact, event, and support metrics and contribute to monthly program status reporting.
  • Coordinate with the Program Manager, NGB J37, supported JFHQs, and other stakeholders to balance workload and ensure responsive support across the region.

Minimum Education / Experience / Requirements:

  • Demonstrated experience with all four phases of the Joint Training System (JTS): requirements, planning, execution, and assessment.
  • Demonstrated experience developing, reviewing, or updating Joint Training Plans (JTPs) and supporting Joint/Agency Mission Essential Task List (J/AMETL) development.
  • Experience supporting Joint Event Life Cycle (JELC) planning and execution, including planning conferences, exercise preparation, execution support, and after-action products.
  • Experience conducting training classes or workshops for military or senior-leadership audiences on DoD training and readiness systems and processes.
  • Working knowledge of Defense Readiness Reporting System (DRRS), Joint Training database/tools of record, Joint Lessons Learned Information System (JLLIS), and related readiness systems.
  • Knowledge of Mission Training Assessments (MTA) and Training Proficiency Assessments (TPA).
  • Ability to prepare executive summaries, trip reports, training observations, briefings, plans, calendars, and recurring status products within established deadlines.
  • Ability to travel within CONUS and support JFHQ-State/territory exercises, workshops, and training events as directed.
  • Active Secret security clearance.

Work Location: CONUS; regionally aligned to one of five operational regions. Remote work and telework may be authorized consistent with Government requirements, with travel to supported states, territories, and NGB locations as required.
Work Schedule: Generally Monday through Friday, 8:00 a.m. to 4:30 p.m., with schedule adjustments as required for travel, exercises, workshops, and mission support.
Travel: Regular CONUS travel to JFHQ-State/territory locations and approved training or exercise events. The PWS anticipates recurring support visits, workshops, and approximately 12-18 supported exercises per period of performance.
Security Requirement: Active Secret security clearance and ability to maintain all required Government system access and credentials are conditions of employment.
Estimated Staffing: 3 of the 5 planned baseline JTRS SME positions.
