Mission Overview:

Join Keystone Solutions as a consultant to lead a strategic digital initiative for our client. As an IT Project Manager within Keystone Solutions' consultancy model, you will drive the ePV (digital procès-verbal) project, delivering end-to-end project governance, execution, and stakeholder alignment on site and in hybrid mode with the client.

About the Transformation Program:

Our client is engaged in a large-scale digital and organizational transformation to modernize processes, strengthen operational efficiency, and better meet expectations. The Digital Transformation Office defines the digital strategy, steers the transformation office, and ensures alignment of initiatives with the broader organizational strategy. Its action is based on three complementary pillars: IT, innovation, and intelligence (Data). The transformation framework is structured around five major axes:

• Scoping and structuring initiatives (intake, program management, target operating model, legal aspects)
• Foundations and standardization, including modernization of IT infrastructures, security, data integration, and stabilization of fundamentals (Fix the basics)
• Transformation of business domains, both administrative and operational and oriented to citizens
• Innovation, integrating emerging technologies, including Artificial Intelligence
• Cross-cutting governance, ensuring coordination between steering bodies and operational units, as well as change support

You will join the Transformation Team, a multidisciplinary team fully committed to developing and implementing the ongoing digital transformation.

Project Context: ePV (Digital Procès-Verbal):

In collaboration with justice sector stakeholders, the ePV project aims to digitize and modernize the procès-verbal. The goal is to replace paper PVs with a digital version and optimize the entire management process. Objectives include:

• Digitization of the procès-verbal: Creation and sharing of PVs in a fully digital manner to increase efficiency and reduce administrative workload
• Simplification of management: Easier handling and processing of PVs to limit errors and improve coordination among stakeholders
• Acceleration of processing: Automation of digital workflows to reduce processing times and strengthen collaboration fluidity between services

These efforts contribute to a more modern, transparent, and efficient operation across organizations—advancing toward a higher-performing, future-oriented ecosystem. As a Keystone Solutions consultant, you will be directly involved and bring your expertise and motivation to this strategic project.

Key Responsibilities (delivered under Keystone Solutions' consultancy model):

• Develop and manage project plans and milestones
• Coordinate internal and external resources to ensure proper project progression
• Establish and implement working processes and project management tools, ensuring compliance and effective knowledge management
• Communicate with stakeholders regarding project progress, changes, and expectations
• Ensure work quality and alignment with business client requirements
• Facilitate team meetings and foster a collaborative work culture
• Track project progress and perform necessary adjustments to achieve objectives
• Centralize and promote collaboration between internal collaborators and external partners

Required Skills and Experience:

• Proven experience in the public sector
• Project management certification(s) (e.g., Agile, Prince2, PMP). If available, please attach a copy of your Agile, Prince2, or PMP certification
• Leadership: Ability to guide teams in applying proven methods and processes
• Strong communication and writing skills with good knowledge of Dutch, French, and English
• Ability to propose creative and innovative ideas and bring them to fruition
• Strategic, pragmatic approach and resilience to stress
• Aptitude to analyze and map systems, processes, and issues
• Good understanding of IT projects (roadmap, planning, monitoring, implementation, change management)
