Senior Information Technology Manager (Mobile Application & Web Application Development, AI/LLM) (24250252)

The Senior Information Technology Manager will join the Applications & Integration Services Section, playing an important role in the Office of Information Technology, reporting directly to the Assistant Director of the Application and Integration Services Section. This pivotal role will lead the development and management of mission-critical systems, including web applications, mobile apps, identity management solutions, and AI/LLM-driven solutions, driving innovation to support the University’s digital transformation goals.

Responsibilities:

  • Manage and oversee IT projects from planning to closure, ensuring timely delivery, budget adherence, and alignment with the University objectives;
  • Lead the development of mobile applications and web applications to deliver seamless, user-centric solutions;
  • Manage the University-wide Identity Access Management (IAM) system, ensuring security, compliance, and seamless user access across platforms;
  • Spearhead the development of AI-driven solutions, including LLM, RAG, and agentic AI, to address the University needs;
  • Lead research on AI advancements and industry trends to guide strategic adoption of emerging technologies;
  • Manage the corporate portal platform, ensuring its functionality, accessibility, and alignment with University operational and strategic needs;
  • Collaborate with internal users to understand their requirements and translate them into user stories for workflow in various system implementations;
  • Manage a team of developers and managers to deliver system migration, integration, and new initiatives;
  • Supervise third-party vendors, negotiate contracts, and ensure compliance with the University standards;
  • Manage cross-functional IT teams to resolve system issues and provide consultation and support for IT projects across diverse University departments;
  • Identify opportunities for new process and workflow automation and efficiency improvement; and
  • Perform other IT projects and assignments as assigned.

Requirements:

  • A bachelor’s degree in information technology, computer science, or a related discipline;
  • A minimum of 10 years of proven experience with at least 8 years in system development, integration and solution implementation;
  • Proven project management experience, including leading cross-functional teams, managing timelines, budgets, and deliverables for technology-related projects;
  • Hands-on expertise in:
    • Web application development (e.g. React, Java, or PHP);
    • Mobile application development (e.g., React Native, or Swift);
    • Database management (e.g. MS SQL Server, PostgreSQL, or similar RDMBS);
    • Support of Identity Access Management systems;
    • Implementation of AI/LLM projects (e.g., LangChain, RAG, and agentic AI);
    • Maintenance and support of corporate portal solutions;
  • Ability to thrive in a fast-paced environment and adapt to emerging technologies;
  • Strong interpersonal, negotiation, and communication skills to engage diverse stakeholders;
  • Passion for web, mobile and AI innovation and commitment to driving transformative solutions; and
  • Experience in the higher education sector will be an advantage.

Shortlisted candidates will be invited to sit for a written test.

The initial appointment will be offered on a fixed-term contract of around three years. Re-appointment thereafter will be subject to performance review, mutual agreement and availability of funding.

Salary will be commensurate with qualifications and experience.
