The strongest candidate will be a balanced leader with strong people leadership, operational discipline, and practical technology acumen. The role requires a visible site leader who can earn trust locally, influence globally, manage a contractor-heavy delivery model, strengthen engagement and retention, and scale Manila as a strategic technology capability center.

  • Represent Global Technology leadership locally and translate enterprise strategy into clear site priorities and execution plans.

  • Serve as a visible, approachable member of the Manila leadership team and build trusted relationships across Manila and global stakeholders.

  • Lead multidisciplinary technology teams across software engineering, data and analytics, AI/automation, service management, and operational delivery.

  • Manage a blended workforce of employees and contractors, including managers and individual contributors.

  • Partner with the GT Vendor Management Office and Global Sourcing and Procurement to manage staffing vendors, contractor governance, contract compliance, scorecards, and workforce risk.

  • Drive workforce planning, capacity management, succession planning, talent development, employee engagement, and retention.

  • Run monthly operational reviews, track KPIs and SLAs, improve delivery predictability, manage budgets and headcount, and drive continuous improvement.

  • Support global delivery models, distributed teams, follow-the-sun operations, scalability, cost optimization, and cross-cultural collaboration.

  • Lead organizational change, workforce transitions, vendor consolidation, office relocation activities, and AI-enabled transformation as needed.

  • Promote automation adoption, identify productivity opportunities, and help teams adapt to evolving delivery models.

  • Ensure compliance with corporate policies, regulatory requirements, data privacy expectations, and physical and digital security requirements.

  • Perform other duties as assigned.

  • Bachelor’s degree in Computer Science, Information Technology, Engineering, Business, or a related field; equivalent experience will be considered.
  • 10 – 15+ years of technology leadership experience in IT delivery, engineering, infrastructure, data and analytics, enterprise technology, or related disciplines.
  • Experience leading large technology organizations of 100 – 300 people preferred; must have led teams of at least 75 people across employees and contractors.
  • Direct experience managing managers, individual contributors, and large contractor populations.
  • Strong background in Global Capability Centers, captive centers, shared services, offshore delivery centers, or similarly scaled global delivery environments strongly preferred.
  • Strong understanding of SDLC, Agile, DevOps, service management, operational excellence, vendor governance, and enterprise delivery practices.
  • Demonstrated success with workforce planning, capacity management, talent development, succession planning, employee engagement, and retention.
  • Experience supporting global stakeholders, distributed teams, and cross-cultural operating models.
  • Proven ability to communicate with executive leaders, HR, Finance, Real Estate, Procurement, and business stakeholders.
  • Experience leading organizational change, major workforce transitions, vendor consolidation, AI-driven transformation, or similar enterprise change efforts.
  • Ability to use operational metrics, KPIs, SLAs, budgets, headcount plans, and vendor scorecards to improve delivery predictability and accountability.
  • Working understanding of AI and automation impact on workforce planning, productivity, and delivery models; deep technical AI expertise is not required.
  • Professional certifications such as ITIL, PMP, CISSP, CISM, AWS, Azure, or similar credentials are advantageous but not required.
