In this role you will lead the delivery of high-quality internal audit service across the Scottish Government and 26 public bodies. You will shape audit activity that supports senior leaders, strengthens governance, and drives improvement across the Scottish public sector.

The Internal Audit Division provides an independent, risk-based audit service to the Scottish Government, it’s executive agencies, and a broad range of public bodies. The Division sits within the Directorate for Internal Audit and Assurance alongside counter fraud, data protection, digital and programme assurance functions. The Directorate operates collaboratively, bringing together specialised expertise to provide timely, proportionate assurance and support effective decision-making.

You will lead, develop and oversee a team of auditors and audit managers to deliver a programme of audit reviews.

Responsibilities

•Provide strategic leadership as part of the Internal Audit Senior Management Team, ensuring objectives are met and audit standards are upheld.
•Build strong and credible relationships with senior stakeholders to support effective assurance and strengthen the profile of internal audit.
•Develop risk-based audit plans that meet the assurance needs of Accountable Officers across a varied client portfolio.
•Lead, coach and manage audit teams to ensure high-quality, timely delivery of audit plans, aligned to the Global Internal Audit Standards.
•Present audit plans, progress reports and annual assurance opinions to Audit Committees and advise on issues arising from audit work.
•Contribute to quality assurance and continuous improvement across the Directorate.

Qualifications

You must hold a CMIIA or CCAB qualification.

Proof of qualifications will be checked at the assessment stage.

Success Profile

Success profiles are specific to each job and they include the mix of behaviours, experience and technical criteria (if applicable) that candidates will be assessed on.

Experience:

•Strong knowledge of risk management, governance and control and internal audit supported by a professional qualification with a relevant Chartered institute (eg, CMIIA or CCAB).
•Experience in delivering end-to-end internal audit services in line with Global Internal Audit Standards
•A strong history in leading and developing audit teams, including performance management, mentoring and workforce planning.
•Experience working with senior leaders, Audit Committees and external bodies, with the ability to communicate complex issues clearly and influence decisions.
•Experience supporting organisational change and continuous improvement within a public sector context.

Working Pattern

This post is based in Victoria Quay (Edinburgh) or Atlantic Quay (Glasgow) and in line with our current ways of working, our team follows a hybrid working approach, where colleagues use a mix of office based and remote working (working from home) depending on the requirements of the role and personal circumstances.

The post is a full-time role, but staff with different working patterns are invited to apply, and we will assess proposed working patterns against the business requirements for this post.

Our standard hours are 35 hours per week and we offer a range of flexible working options depending on the needs of the role, including Flexi-leave. Scottish Government staff in hybrid-compatible roles should aim to work in-person 40% of the time, either in an office or other agreed work location.
