Senior Information Technology Manager (System Modernisation) (25260235)

Reporting to the Assistant Director of the Application and Integration Services Section, the Senior Information Technology Manager will function as a strategic leader and subject matter expert in IT system modernisation. The primary responsibility of this position is the phased modernisation of the legacy Student Information System (SIS) and associated applications, commencing with database upgrade and migration. Additionally, this role is integral to enhancing the experience of students, alumni, and staff by implementing customer-centric design, personalised engagement strategies, and seamless digital connectivity.

Responsibilities:

  • Lead and oversee strategic initiatives focused on IT system modernisation within the university environment;
  • Drive continuous service enhancement and innovation in alignment with institutional objectives;
  • Collaborate with cross-functional teams to deliver integrated, user-centric solutions that elevate stakeholder satisfaction;
  • Provide expert guidance on system architecture, modernisation strategies, and emerging technology trends;
  • Manage end-to-end project planning, execution, and governance to ensure timely and effective delivery of transformation initiatives;
  • Serve as the subject matter expert, supervising internal technical teams and external consultants from system integrators;
  • Engage business users to gather requirements and translate them into actionable user stories for application development and enhancement;
  • Coordinate closely with Infrastructure and Security teams to facilitate seamless project execution;
  • Identify, evaluate, and manage third-party vendors and consultants, including contract negotiation and compliance oversight;
  • Monitor and analyse system performance metrics to identify opportunities for optimisation and improvement; and
  • Take up other IT projects and assignments as assigned.

Requirements:

  • A bachelor’s degree in Information Technology, Computer Science, or related discipline;
  • Minimum of 10 years’ experience in IT systems modernisation and migration;
  • Comprehensive knowledge of IT systems relevant to tertiary education and university settings is advantageous;
  • Demonstrated leadership, project management, and stakeholder engagement abilities; PMP or PRINCE2 certification preferred;
  • Solid RDBMS experience on Sybase and Microsoft SQL Server;
  • Proven ability to turn strategic vision into practical plans and measurable results;
  • Strong analytical and problem-solving capabilities with aptitude for translating business requirements into technical solutions; and
  • Excellent communication and interpersonal skills, enabling effective collaboration with stakeholders at all organisational levels.

Shortlisted candidates will be invited to sit for a written test.

The initial appointment will be offered on a fixed-term contract of around three years. Re-appointment thereafter will be subject to performance review, mutual agreement, and availability of funding.

Salary will be commensurate with qualifications and experience.
