Duties and Responsibilities

The Sr. ISA Business Analyst position will be responsible for the evaluation of current Motorist Systems and make any updates for legislative WRAPs and change request for Motorist Modernization and/or Operations. This position will support the IT organization as well as expertise in the business support units they support. This position is required to have a strategic focus and act as a primary liaison between FLHSMV members, the tax collector community and other stakeholders to provide business information that will be transformed into technical solutions.

Knowledge, Skills, and Abilities

  • Five years of motorist application software and/or processes experience
  • Strong knowledge of Blueprint procedures and functionality, including the ability to understand, evaluate and write actionable user stories, document acceptance criteria and business requirements, create mockups and wireframes to show the usability and functionality of the application when required
  • Excellent knowledge of Microsoft Office suite of applications
  • Ability to facilitate medium to large groups of people at various organizational levels for the purposes of planning, problem solving, or strategy development.
  • Ability to evaluate IT systems and business processes
  • Excellent knowledge of the systems and capabilities of the IT organization as well as expertise in the business support units they support
  • Must possess the ability to establish and maintain effective working relationships with others
  • Assist the Jr. level Business Analyst and the Enterprise Planning Consultants as needed
  • Excellent at organizing, verbal and written communication, teaching and presentations
  • Proven leader with excellent customer service skills
  • Ability to handle multiple priorities
  • Strong analytical, problem-solving skills

Preferred Qualifications

Preference will be given to applicants with professional experience working as Business Analyst in a local, state or federal agency. Preference will be given to applicants that have professional experience presenting system specifications and design information.

Job Related Requirements

  • The position you are applying is subject to a Level 2 background check, along with Criminal Justice Information System (CJIS) clearance, to include a fingerprint-based check of the criminal records of the FBI, as a condition of employment pursuant to Chapter 110.1127, 435 and 943, Florida Statutes. Please note that, since this position requires CJIS clearance, the Department will have access to all an applicant’s criminal and juvenile delinquency records, even those that have been sealed or expunged.
  • Normal work hours are Monday through Friday, 8:00 a.m. - 5:00 p.m., although working after hours and on weekends may occasionally be required

  • The elements of the selection process may include a skill assessment and/or oral interview.
  • Applicants being considered for employment will be required to submit to a fingerprint-based background investigation, which will include a check of the criminal history records of the FBI. Fingerprints and associated information/biometrics will be retained in the FBI’s Next Generation Identification (NGI) system and fingerprints may continue to be compared against fingerprints submitted to or retained by NGI.
  • FLHSMV employees are paid once a month on the last workday of each month. All state employees are required to participate in the direct deposit program pursuant to s. 110.113 Florida Statutes.
