Job Description

Position Summary

Works under the direction of the Deputy Administrator. Serves as primary contact to provide human resources support to departments and/or elected official offices within Shelby County Government. Provides advice and support to client constituents on policies, regulations, and procedures regarding equal opportunity, recruitment and staffing processes, salary administration procedures and processes, employee separations, performance management and disciplinary procedures, employee benefits coordination and training coordination support. Provides consultative direction to service constituents on best HR practices in specific situations; coordinates and facilitates timely responses to constituent needs, as appropriate.

Pay Grade: 53

Salary Commensurate with Experience and Education

Minimum Qualifications

  • Four (4) years of experience as a human resources generalist, human resources advisor, or consultant with an exempt status; AND
  • Bachelor's degree from an accredited college or university in human resources, public or business administration, management, or related field; OR
  • An equivalent combination of related education and/or experience.
  • PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.

Duties and Responsibilities

  • Leads the Human Resources Advisors to provide guidance regarding employee and managerial consultations, as well as the initiation, planning, coordination, and conclusion of investigations conducted under Human Resources responsibility.
  • Conducts complex or sensitive investigations regarding employee relations issues and concerns and advises management on appropriate resolutions.
  • Serves as a consultative resource for advisory group and other HR staff as well as the HR Director.
  • Develops and conducts training to instruct managers, supervisors, and workers in human relation skills, such as supervisory skills, conflict resolution skills, interpersonal communication skills and effective group interaction skills.
  • Responds to inquiries regarding employment related transactions, policies, procedures, and programs.
  • Assists with new employee orientation/indoctrination procedures to foster positive employee attitudes.
  • Assists with communications of benefits programs such as life, health, dental and disability insurances, pension plans, vacation, sick leave, leave of absence, and employee assistance.
  • Advises employee separation processing and coordinates related documentation.
  • Assists in the administration of the performance review program, ensuring compliance with policies and procedures.
  • Maintains knowledge of legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures and reporting are in compliance. At the Direction of the HR Director, consult with the County Attorney's Office as needed and other regulatory bodies, i.e., EOC, and Internal Audit.
  • Facilitates the interactive discussion process for ADA compliance.
  • Performs other related duties as required or directed.

KSAs

  • Knowledge of federal and state employment laws and regulations (ADA, ADEA, FLSA, FMLA, EEOC, etc.), as well as public sector employment policies and procedures.
  • Ability to make administrative and procedural decisions and judgments on sensitive, confidential issues.
  • Strong interpersonal and communication skills and the ability to work effectively with all levels of employees and constituencies.
  • Conflict resolution skills.
  • Ability to analyze complex information and to define and solve problems.
  • Good presentation skills including the ability to prepare and present training programs and materials.
  • General knowledge of employee benefit laws and regulations.
  • General knowledge of compensation administration principles and procedures.
  • Proficiency in Microsoft Office Suite or similar software (word processing and spreadsheet application skills).

Shelby County Resident Disclaimer

All employees hired after September 1, 1986, must be residents of Shelby County and shall continue to reside in the County as a condition of their employment. The residency requirement shall not apply to certain public safety/civil service employees. This means exemption from this policy is in effect for the following departments and positions: (1) Sheriff Deputy Patrol Officers, Deputy Jailers and Dispatchers, employed by the Sheriff Department, (2) Correction Officers employed by the Division of Corrections, (3) Firefighters, Paramedics and Dispatchers employed by the Shelby County Fire Department. The residency exemption for public safety/civil service employees does not include appointed positions with the Sheriff’s Office, Division of Corrections, or the Fire Department.
