The opportunity
Downer Energy and Utilities is seeking an experienced Senior HSE Advisor to support the delivery of our Transmission and Substation projects across Australia and New Zealand. This is a senior project assurance role focused on site assurance, system quality, risk governance and the verification of critical controls across complex high risk construction environments.
Reporting to the HSE Manager Transmission and Substation, you will play a key role in leading assurance activities, maintaining the Zero Harm risk register, verifying the effectiveness of project controls and providing independent challenge to operational delivery teams. You will work closely with project leaders, supervisors, subcontractors, clients and regulatory bodies to ensure compliance, continuous improvement and a strong safety culture.
Key responsibilities include:
- Leading assurance of Health and Safety Management Plan implementation and control effectiveness.
- Maintaining and governing the Zero Harm risk register.
- Conducting critical control verification, inspections and targeted surveillance activities.
- Supporting incident investigations, corrective actions and organisational learning.
- Providing oversight of subcontractor HSE governance and performance.
- Delivering inductions, training, coaching and capability development initiatives.
- Supporting client audits, regulatory engagements and external assurance activities.
- Monitoring HSE systems, reporting, data integrity and compliance performance.
What we're looking for
To be successful in this role, you will bring:
- A qualification in Work Health and Safety or a related discipline such as a Certificate IV, Diploma or higher qualification.
- A current White Card and relevant site access requirements.
- Significant experience in senior HSE roles within transmission, substations, utilities, infrastructure, construction or other high risk project environments.
- Demonstrated experience in site assurance, risk management, control verification and HSE governance.
- Strong knowledge of Australian WHS legislation, contractor management and permit to work systems.
- Experience supporting audits, investigations, corrective action programs and external assurance activities.
- Exceptional communication, coaching and stakeholder engagement skills.
- The confidence to challenge unsafe behaviours, intervene where required and influence stakeholders using practical risk based advice.
