In this role, you are ultimately responsible for the overall HR policy and HR operations within both the production site and the headquarters. Together with a Medior HR Advisor and a Training Coordinator, you form the local HR team. You work closely with various senior stakeholders, including the General Manager, the local Management Team, the Works Council, departments such as Operations, Quality, EHS, and Finance, as well as the European HR organization. Additionally, you spend approximately 15% of your time maintaining relationships with trade unions and are actively involved in consultations and (re)negotiations of the company’s collective labor agreement (CLA). As such, you play an important role in creating a future-proof HR policy aligned with both business objectives and employee interests. You report to the General Manager, with a dotted line to the European VP HR.

Key Responsibilities:

Strategic

  • Develop and implement the local HR strategy in line with the European HR roadmap and plant/HQ objectives;
  • Workforce planning: capacity planning, headcount, skills matrix, and succession planning for critical roles;
  • Leadership and organizational development: performance management, talent development, and culture/engagement initiatives;
  • Lead change and improvement programs (e.g., growth, restructuring, lean/continuous improvement).

Operational

  • Advise managers on absenteeism, performance issues, disciplinary cases, labor law, and HR-related cases;
  • Recruitment & onboarding for both plant and HQ (in collaboration with hiring managers); ensure a consistent employee journey;
  • Compensation & benefits: local implementation of policies, job grading, and salary structures within defined frameworks;
  • HR processes and compliance: personnel files, legislation, policies, audits, and reporting/HR analytics;
  • Collaboration with the Works Council and close alignment with EHS regarding safety culture and sustainable employability.

Labor Relations (CLA & Trade Unions)

  • Prepare, lead, and execute CLA negotiations with trade unions, including scenarios, cost impact, and mandate proposals;
  • Develop negotiation strategies, align with GM/European HR, and translate outcomes into internal communication and implementation;
  • Manage escalations and ensure constructive labor relations at the plant.

Qualifications

  • 10+ years of experience, including several years in a senior HR leadership role within a manufacturing or production environment;
  • Proven experience with trade unions and CLA negotiations (preferred: own company CLA or plant-level CLA);
  • Strong knowledge of Dutch labor law, absenteeism/sustainable employability, and employee relations;
  • Comfortable operating both strategically and operationally; able to switch between MT, European HR level, and shop floor;
  • Leadership: coaching the HR Advisor and acting as a strong sparring partner for management;
  • Analytical and structured; able to translate HR data into insights and actions;
  • Fluent in Dutch and English (due to European stakeholders).
