Why This Role Matters

The role serves as a strategic HR partner to senior leadership, driving organizational effectiveness, workforce planning, talent management, and employee engagement. The position leads a team of HR Business Partners, oversees complex employee relations matters, supports operational leaders across multiple locations, and ensures compliance with GCC labour laws and HR governance standards.

Key responsibilities include developing high-performing teams, managing talent and succession planning, improving employee experience and retention, supporting compensation and rewards programs, driving nationalization initiatives, and maintaining strong employee welfare and wellbeing standards. The role requires a hands-on leader who can balance strategic HR initiatives with day-to-day operational support in a complex, multi-site environment.

What You’ll Drive

Strategic Partnership

  • Act as a trusted advisor to senior leadership on organizational design, workforce planning, and talent strategy.
  • Translate business objectives into actionable HR plans with measurable impact.
  • Drive a high-performance culture through leadership accountability, performance management, and capability building.

Leadership & Team Development

  • Lead and develop a team of HR Business Partners across the region.
  • Strengthen team capability through coaching, clear performance expectations, and succession planning.

Employee Relations & Culture

  • Manage complex employee relations cases, including investigations, disciplinary actions, and grievances.
  • Foster a culture of respect, inclusion, and engagement aligned with company values.
  • Drive initiatives to enhance employee experience, retention, and productivity.

Operational & Field Leadership

  • Maintain a strong presence across operational sites, ensuring proximity to the business.
  • Support and coach managers on performance management, workforce planning, and people challenges.
  • Ensure consistent application of HR policies and standards across all locations.

Talent & Performance Management

  • Lead talent reviews, succession planning, and leadership development initiatives.
  • Oversee performance management processes and development planning.
  • Identify and develop high-potential talent while addressing underperformance.

Compensation & Reward

  • Contribute to compensation and benefits reviews to ensure competitiveness and internal equity.
  • Support reward and recognition strategies aligned with business priorities.

Governance & Compliance

  • Ensure full compliance with labor laws and HR governance frameworks across the GCC region.
  • Partner with Legal and Compliance to mitigate risks and oversee audits.

Nationalization in GCC & Workforce Strategy

  • Drive nationalization initiatives in line with local regulations and business objectives.
  • Collaborate with relevant stakeholders to support workforce localization efforts.

Employee Welfare & Wellbeing

  • Champion employee welfare standards across all sites.
  • Promote a safe, respectful, and supportive work environment, particularly in operational settings.

Qualifications

You’re a Great Fit If You Have

  • Proven experience in a senior HR Business Partner role within a complex, multi-site environment (construction/industrial experience is a plus).
  • Strong stakeholder management skills with the ability to influence at executive level.
  • Solid expertise in employee relations, organizational development, and performance management.
  • Hands-on, pragmatic approach with the ability to operate both strategically and operationally.
  • Experience managing regional teams and working across multiple countries.
  • Strong knowledge of labor laws within the Middle East region.
