The Senior ArcGIS Coordinator & Application Developer is responsible for advising and guiding a highly capable team of technical and geographic professionals in creating technological solutions within the Environmental Systems Research Institute (ESRI) ArcGIS platform.

We’re looking for a professional with a strong background in ArcGIS development and application scripting with experience in python, data integrity relational databases and general knowledge of systems administration concerns within the Microsoft technology stack. This is an interdisciplinary role that features a need for strong application development skills while also being knowledgeable in ArcGIS and geospatial analysis. Monthly Compensation: The monthly salary range before PERS* will be$6,182-$9,361| after PERS* willbe  $6,609-$10,009

Work Location: North Mall Office Building, 725 Summer St. NE Suite A, Salem Oregon 97301.  

Hybrid/Remote Work:Hybrid work schedule to be agreed upon with manager.

About our Team/Division  

This roleisforthe Senior GIS Coordinator & Application Developer of theArcGIS technology team, a small but mighty group within the ITdepartment This team provides a critical functionwithin the agency in supplyingvital geo-data services, mapping functions and technology modernization services using the ESRI ArcGIS technology product. This technology is both central and enables most of the criticaloperatingfunctions within The Oregon Water Resources Department.This role will be an important contributor to the excitingmodernization plans which will take technology, and the Oregon Water Resources Department, to the next level!

About the Position  

This position will provide day-to-day support for application design, implementation and migration of applications, scripts and both application and data related systems. This position will also be responsible for developing and enforcing development standards and procedures related to application security, data integrity, application traceability, deploy-ability, fault tolerance and disaster recovery. This position works closely with internal staff and external partners, including state and federal agencies to support application development efforts and ensure compliance with established application development standards.

Some responsibilities for this position will look like:

  • Designing, developing, upgrading, andmaintainingcomplex geo spatial applications, mobileapplicationsand data manipulation code & scripts within the ArcGIS platform, using scripting & .NET technologies.

  • Identifyingdata and service gaps in the existing ArcGIS product and builds extensions to the dataset using the ArcGIS API and external databases to meet project and enhancement requirements.

  • Building&maintainingdata synchronization (ETL) processes between multiple database servers, involving ArcGIS data, in support of all internal application development efforts which depend upon ArcGIS data

Minimum Qualifications  

  • Five (5) yearsof information systems experience (specifically in GIS development or coordination); OR

  • An Associate's degreein Computer Science, Information Technology, Geography (with a GIS focus), or a related field, AND three (3) yearsof information systems experience; OR

  • A Bachelor's degreein Information Technology, Computer Science, Geography (with a GIS focus), or a related field, AND one (1) yearof information systems experience.

Professional GIS experience includes:

  • Professional experience working with ESRI’s ArcGIS Platform, including ArcGIS Enterprise, ArcGIS Pro, and ArcGIS Online.

  • Proven experience in GIS application developmentusing programming or scripting languages (e.g., Python, JavaScript)

Preferred Qualifications  

Advanced Technical Expertise

  • 5+ yearsof advanced experience with ArcGIS Enterprise administration, including services, security, and enterprise geodatabase (SDE) management using SQL Server or PostgreSQL.

  • Extensive experience with Python (ArcPy, ArcGIS API for Python)for automation and ETL (Extract, Transform, Load) workflows.

  • Proficiencyin front-end development using ArcGIS Maps SDK for JavaScript, React, or Arcade to build custom web applications.

Team and Project Coordination

  • Experience coordinating complex GIS projectsacross multiple agencies or departments, including requirements gathering and stakeholder management.

  • Demonstrated ability toadvisetechnical teams or provide mentorship to junior GIS staff.

Certifications & Industry Knowledge

  • GISP (GIS Professional)certification or Esri Technical Certifications(e.g., Enterprise Administration or Developer Associate).

  • Experience with Cloud Infrastructure
