
[What the role is]
The Senior / Geospatial Manager is a key member of the Geospatial Services team, driving geospatial capability building across Singapore. The team delivers geospatial solutions, analytics, data fusion and conversion services, and training programmes with the objective of deepening geospatial capabilities within Singapore's public and government sectors. This role carries a strong project and product management focus, overseeing the delivery of geospatial solutions and the ongoing development of the ArcGIS Enterprise Portal, with an eye toward embedding AI and machine learning capabilities into geospatial workflows.
[What you will be working on]
As a Senior Geospatial Product Manager, you will lead the delivery of geospatial solutions and oversee the ongoing management of the ArcGIS Enterprise ecosystem. You will balance technical platform oversight with the structured management of complex, multi-stakeholder projects, while maintaining a strategic view of how the platform should evolve to meet the needs of the public sector. We are looking for a highly organised, process-driven professional who can drive high-impact geospatial solutions to government agencies and identify future opportunities — including the integration of AI and machine learning — to unlock deeper analytical value.
Key Responsibilities
Project & Product Delivery: Own the full project lifecycle with rigour — from initial requirements gathering and scoping through to final deployment — ensuring all geospatial solutions are fit for purpose, delivered on time, and within scope.
Platform Oversight & Administration: Oversee the technical management of the solutions on ArcGIS Enterprise Portal, including platform administration, user access control, content management, and configuration, ensuring a seamless and secure experience for government users.
Technical Consultation & Solutioning: Engage with senior stakeholders across the Healthcare, Social, Education, and Government sectors to translate organisational needs into structured geospatial workplans and clearly defined technical requirements, including identifying opportunities where AI can augment geospatial analysis and decision-making.
Solution Configuration: Drive the development and configuration of geospatial applications, applying your technical depth to solve spatial problems for agencies across the public sector.
Capability & Training: Lead the design and delivery of geospatial programmes and technical workshops, effectively upskilling both technical and non-technical audiences in modern GIS workflows and emerging AI-augmented geospatial capabilities.
Strategic Communication: Champion geospatial technology as a persuasive advocate, translating technical complexity into clear, value-driven business cases for senior management and decision-makers.
[What we are looking for]
The ideal candidate is a technically grounded professional with 8 to 10 years of relevant experience, with a proven track record of bridging technical development and executive-level project and product management. A forward-looking awareness of how AI and machine learning are reshaping the geospatial landscape is strongly desired.
Technical Requirements & Expertise
ArcGIS Platform Knowledge: Advanced, hands-on experience with ArcGIS Enterprise Portal administration and configuration is mandatory. You should be deeply familiar with the ESRI suite, including ArcGIS Pro, ArcGIS Online, and associated extension tools, as well as the ArcGIS API for Python for workflow automation.
Development & Automation: Proficiency in Python and JavaScript is required to drive automation and support geospatial solution development. Familiarity with R is an advantage.
Geospatial Analytics: A solid technical understanding of geospatial concepts, data fusion techniques, and advanced spatial analytical methods.
AI & Machine Learning Awareness: A working understanding of how AI and machine learning techniques can be applied in a geospatial context is highly desirable. This includes familiarity with spatial predictive modelling, automated feature extraction from imagery, or the use of Python-based AI/ML libraries. Hands-on experience in this area is a strong advantage, though candidates with a clear aptitude and willingness to develop these skills will also be considered.
Open Source: Experience with QGIS is considered a bonus.
Project Management & Leadership
Process-Driven Management: Strong organisational skills with demonstrated experience managing full project lifecycles and vendor relationships. A formal project management certification (such as PMP, etc) is highly advantageous.
Business Analysis: Strong skills in requirements gathering, solution scoping, and stakeholder alignment, ensuring that technical solutions are grounded in practical business needs.
Communication: Ability to produce compelling, high-quality presentation decks and articulate complex geospatial and AI concepts clearly to non-technical stakeholders at all levels.
Collaborative Leadership: Proven ability to build and manage diverse, cross-functional working relationships across multiple government agencies and teams, driving delivery in a collaborative environment.
