Job Description

Everforth ECS is seeking a Senior Financial Portfolio Program Analyst to work in our Arlington, VA (Hybrid) office.

Everforth ECS is seeking a Senior Financial Portfolio/Program Analyst to support the financial management and execution of multiple complex government programs including our growing team supporting the Cybersecurity and Infrastructure Security Agency's (CISA) Technical Engineering and Support Services (TESS) program. TESS is CISA's integrated, capability-driven mission ecosystem designed to scale across mission and delivery spaces within the DHS/CISA/Cybersecurity Division. This is a hybrid role.

This individual will work closely with program leadership, finance teams, back-office, and government stakeholders to provide financial analysis, budget planning, forecasting, reporting, and program management support.

The ideal candidate is highly analytical, detail-oriented, and comfortable working with large financial datasets while translating financial information into actionable and understandable recommendations for program leadership.

Key Responsibilities

  • Provide financial planning, analysis, and execution support across assigned programs and projects.
  • Develop and maintain program budgets, forecasts, spend plans, and financial reports.
  • Monitor funding, expenditures, commitments, obligations, and financial performance against established budgets.
  • Perform variance analysis and identify financial trends, risks, and potential funding shortfalls.
  • Develop financial projections and provide recommendations to program leadership to support informed decision-making.
  • Track program financial milestones, deliverables, and funding requirements.
  • Prepare recurring and ad hoc financial reports, briefings, dashboards, and executive-level presentations.
  • Reconcile financial data across multiple systems and ensure accuracy and consistency of reporting.
  • Support lifecycle budget planning and financial execution activities.
  • Coordinate with program managers, contracting, finance, and other stakeholders to resolve financial or funding issues.
  • Support contract financial management activities, including labor, ODCs, subcontractor costs, and funding utilization.
  • Assist with invoice reviews, burn-rate analysis, and Estimate at Completion (EAC) development.
  • Identify opportunities to improve financial reporting, processes, controls, and overall program performance.
  • Maintain organized financial documentation and support internal or customer audits as required.

Salary Range: $130,000 - $150,000

Qualifications

  • Bachelor’s degree in Finance, Accounting, Business Administration, Economics, or a related field.
  • 8+ years of relevant experience in financial analysis, program finance, budget analysis, or financial management.
  • Experience supporting federal government programs, contracts, or customers.
  • Demonstrated experience with budgeting, forecasting, variance analysis, financial reporting, and cost analysis.
  • Strong understanding of program financial management concepts, including funding, expenditures, burn rates, and cost projections.
  • Advanced proficiency with Microsoft Excel, including pivot tables, formulas, data analysis, and financial modeling.
  • Strong analytical and problem-solving skills with exceptional attention to detail.
  • Ability to communicate complex financial information effectively to both financial and non-financial stakeholders.
  • Ability to manage multiple priorities and deadlines in a fast-paced program environment.

Desired Skills

  • Experience supporting DHS, CISA, DoD, or other federal civilian agencies.
  • Experience with Cost Plus, Time & Materials (T&M), and Firm Fixed Price (FFP) government contracts.
  • Experience developing EACs, ETCs, forecasts, and monthly financial reviews.
  • Familiarity with government budgeting, procurement, and financial management processes.
  • Experience with financial or ERP platforms such as Deltek Costpoint, Oracle, SAP, or similar systems.
  • Experience developing dashboards or reporting using Microsoft Power BI.
  • Familiarity with FAR and government contracting principles.
