The Alberta Public Service (APS) is taking a One Finance approach to the delivery of financial services. Role Responsibilities

The Ministry of Technology and Innovation is looking for a Senior Financial Analyst.

Reporting to the Manager, Financial Services, the Senior Financial Analyst plays a key role in a comprehensive range of budget management and fiscal analysis services across complex governance structures for up to three divisions within this Ministry of Technology and Innovation. Working within the parameters of relevant Government Acts and Ministry policies and guidelines, the Senior Financial Analyst provides technical, analytical, and consultative services to teams within TSO, CS and DDD. This position plans and coordinates processes and initiatives for program areas, senior leadership including Assistant Deputy Minister offices as required for short and long-term fiscal management, and current year expenditure forecasting.

Key Responsibilities:

• Work with all stakeholders, presents program areas with viable solutions to business problems, manages issues with consideration for budget impacts, and ensures ongoing resolution of transactional and systemic issues.
• Focus on the development and enhancement of methods and tools to maximize the effectiveness and efficiency of the budget management and fiscal analysis services provided by the Financial Services team, with an emphasis on developing processes to describe, examine and evaluate solutions to issues facing the Division.
• Create specialized/specific analysis that provide evidence to inform decision-making (e.g., analyzing and consolidating numbers into pivots, charts and statistical analysis in Excel, and leverage AI‑powered tools to automate data preparations).
• Develop and present information related to financial analyses and recommendations to senior and executive department leaders.
• Prepares and reports the consolidated divisional budget and monthly forecast packages with detailed variance explanations and responds to ad hoc financial analysis requests while providing additional analysis to support innovation, efficiencies and strategic decision making.
• Provide financial advice/consultation to agencies, ministries and divisional staff regarding compliance with the Government of Alberta's contracting and financial requirements including the treatment of capital and operating funds.
• Prepare the Division's monthly capital forecast report in coordination with Strategic Planning and Financial Services (SPFS).
• Lead quarter and year end closes and accounting including but not limited to processing of accruals, interunit ttransactions, billing, contract commitment reporting and communication.
• Develop and deliver education, training and awareness workshops for departmental staff to ensure all activities are carried out in a prudent financial matter.

Qualifications

Required:

• Professional accounting designation (CPA).
• University degree in a related field plus 5 years progressively responsible related experience. Equivalences maybe considered.
• A related diploma plus 7 years directly related experience.

Assets:

• Experience in the Information Technology (IT) industry is considered a strong asset.
• Advanced, professional level understanding of accounting principles and practices.
• Highly developed analytical and comprehension skills, with the ability to interpret AI-generated insights and translate them into actionable business recommendations.
• Working knowledge of the Government of Alberta’s 1GX financial system, including key modules such as General Ledger and Accounts Payable.
• Experience and knowledge of business concepts and practices as they relate to departmental activities.
• Ability to interpret government and departmental financial legislation, regulations and policies - Financial Administration Act, Sustainable Fiscal Planning and Reporting Act, Government Organization Act and various TBF directives and guidelines.
• Strong analytical and forecasting capability, translating AI-generated insights and financial data into clear, actionable business recommendations.
• Sound professional judgment in interpreting policy and legislation to resolve complex issues and establish practical, compliant solutions.
