Location: East Jerusalem

Duration: Till end of September 2026 with possibility for extension

Jhpiego, an international non-profit health organization affiliated with Johns Hopkins University, is seeking a detail-oriented and experienced Senior Finance Manager to provide leadership and direction to ensure the contractual, and financial integrity for the Momentum Country and Global Leadership East Jerusalem Hospital Network (EJHN) project. The Senior Finance Manager will oversee all aspects of financial management, accounting, and compliance to ensure the project operates with transparency, accuracy, and accountability. This includes managing financial reporting, budget monitoring, disbursements, payroll, and audits, while ensuring adherence to Jhpiego, Johns Hopkins University (JHU), and donor requirements. This position reports to the Project Director.

Responsibilities

  • Lead the finance and operations team in developing a collaborative, high-performance culture.
  • Stay current on country tax, labor, and financial regulations, recommending adjustments to Jhpiego financial policies and practices as needed.
  • Ensure accurate financial, contractual, and reporting of the project compliant with Jhpiego and the donor rules and regulations, and terms and conditions of the award.
  • Ensure effective implementation of the financial tools, templates, and manuals for use by program, country teams, and partners.
  • Ensure statutory deductions (tax, pension, provident fund, etc.) are accurate and remitted to authorities on time.
  • Oversee day-to-day coordination of financial activities ensuring cost efficiency.
  • Prepare monthly, quarterly, and annual financial reports by consolidating and utilizing financial information from various sources including but not limited to SAP, QBE, and internal financial forecast and labor data.
  • Oversee and manage all sub-grants’ budgets and ensure subaward management policies and processes are in place, ensuring compliance and reporting of sub-awardee, and building their capacity as needed.
  • Oversee project’s day-to-day cash needs, payments, procurement, contracts, sub-grants, reviewing/processing invoices, VAT reports, project closeout, operation systems, policies and procedures, consultant payments.
  • Oversee financial disbursements, transfers, and vendor payments, ensuring compliance with Jhpiego’s Delegation of Authority (DOA) and donor rules.
  • Provide guidance to project team members regarding the financial requirements of the project and office operations in compliance with Department of State (DOS), Johns Hopkins University, and Jhpiego procedures and policies.
  • Lead the development, monitoring, and review of project budgets; conduct monthly financial analysis with project and country teams and budget vs. expense reports to determine reasonableness of variances and take appropriate actions, as required in consultation with Project Director and relevant staff.
  • Facilitate and support all financial, compliance, donor and external audits and ensure that financial records are properly maintained and readily available during audits.
  • Ensure that the donor resources are appropriately directed to project priorities and are in line with project work plans.
  • Provide financial reports, including pipeline analysis, quarterly project reports, and other ad hoc reports as requested by the donor.
  • Perform pipeline analysis, including review of accruals and commitments of the current portfolio to ensure projects operate within allocated budgets and according to the contractual terms and ensure validity of the same.
  • Monitor burn rates, sub-award financial expenses and budget to actual reports and make clear recommendations for implementation.
  • Mentor, support, and oversee the work of a team of highly qualified staff to ensure alignment of their efforts in concert with project goals resulting in rapid and sustainable results.
  • Provide timely financial analysis to inform programmatic decision-making.
  • Flag budget variances, propose corrective actions, and advise leadership on financial risks and opportunities.
  • Contribute to the cost-effective implementation of activities while maintaining donor compliance.
  • Ensure smooth close out of the project in accordance with donor and Jhpiego policies.
  • Manage and follow up with the external accounting firm on all payroll and accounting matters, ensuring the timely and accurate monthly closing of books and completion of all required reconciliations and reporting activities.
  • Work closely with the Finance & HR officer to deliver operational HR solutions to the EJHN team with oversight from the Regional HRBP.

Required Qualifications

  • Advanced degree in Finance, Accounting, Business Administration, or relevant field
  • At least 7-8 years of experience in financial management in donor-funded managing grants or contracts and proven results successfully staying within budget and compliant with all donor and organizational requirements.
  • Direct experience and familiarity managing US government funded projects is required for this role
  • Experience with financial analysis, financial reporting, cash flow analysis, budget development, and forecasting, preferably on international health projects
  • Experience providing financial planning and management, and procurement for projects
  • Previous direct supervisory experience of professional and support staff
  • Knowledge of USG cost principles, including regulation, GAAP accounting rules, and grants contract management
  • Demonstrated experience organizing resources and establishing priorities
  • Demonstrated experience leading a capacity-building approach for CSOs, providing capacity-building assistance at individual and organizational levels
  • Subcontract or sub-agreement financial management experience
  • Knowledge of financing mechanisms - contracts and grants and their relevant terms and conditions
  • Experience developing and/or implementing finance and accounting policies, procedures, and systems
  • Strong interpersonal and team-building skills with significant experience building strong host country national team.
  • Excellent verbal, written, interpersonal, and presentation skills in English
  • Experience hiring and supervising personnel
  • Excellent skills in facilitation, team building, and coordination
  • Ability to coach, mentor and develop financial capacity of project staff
  • In-depth knowledge financial software applications, databases and spreadsheets, including QuickBooks Enterprise, and Microsoft Office
  • Ability to drive in Jerusalem
