We are actively looking for a Senior Field Engineer to lead our Guam Post-Construction-Award Services (PCAS) team. As the leader of the PCAS team in Guam, the Senior Field Engineer directs the systematic and consistent coordination of clients, people, processes, and resources of multiple, large projects during construction for the mutual success of our clients and company. This role sets strategic and technical direction for construction management services, develop executive-level client relationships, drive innovation in field engineering practice and technology adoption, and mentor senior staff.

Duties and Responsibilities:

  • Serve as M&N’s primary representative in the field to lead the coordination and communication between M&N’s PCAS team members (e.g., M&N’s field engineers, Project Manager, design engineers, and other professionals, including subconsultants) and the client, Government representatives, and construction contractor, including:
  • Assist in the development, implementation, and monitoring of multiple, large construction projects from an on-site location in Guam
  • Oversee the administration of construction submittals and shop drawing review, preparation of responses to requests for information (RFIs), review and assessment of construction contractor change orders, and other administrative tasks
  • Review and interpret construction drawings, project specification, and other contract documents to provide informed technical support and solutions to the client in the field, to assist with field engineering, and to convey on-site field conditions to the technical team to develop practical solutions to challenging field conditions
  • Serve as the senior on-site observer to document and report on construction progress, general conformance with contract documents, and coordination of field conditions and site observations with technical experts
  • Assist with the preparation of critical agreements involving scope, schedule, fees, and terms and conditions and communicating with project team members; review and authorize subconsultant agreements
  • Schedule and lead critical project meetings and assist PMs and other field engineers with others
  • Responsible for general oversight of the PCAS team, including:
  • Provide direction to, and monitor, the PCAS team utilizing prior experience in the field to guide resolution of scope, design, and other challenges while ensuring adherence to all standards, quality assurance/quality control processes, and other policies related to project execution and management
  • Assign work to PCAS field engineers and other field team members and monitor performance
  • Track and coordinate resource needs with other field engineers and design team members
  • Forecast workload for the PCAS team and address gaps or excessive workloads
  • Lead the on-site PCAS field team including hiring, supervision and personnel management, and facilitation of training, mentorship and professional career development of on-site personnel
  • Maintain accurate record of field and personnel activities/taskings
  • Responsible for PCAS scope compliance, including:
  • Monitor projects during construction for quality, efficiency, and adherence to various program, budgetary, and legal requirements

The position requires work in both the office and field environments:

  • Full-time position located in the Territory of Guam
  • Periods of sedentary office work requiring continuous focus
  • Field work requires exposure to extreme elements (sun, heat, humidity) and occasional inclement weather (wind and rain)
  • Some extended days, evenings, and weekend work requirements
  • Work requires traversing unpaved or natural terrain while carrying equipment and may require some climbing
  • Ability to use standard office equipment
