The Senior / Executive Operation will work strategically with multiple internal and external stakeholders to ensure smooth operations of DPH and provide estate management support.

Roles & Responsibilities

  • Manage administrative, procurement, and operations functions to ensure efficiency, compliance, and cost-effectiveness.

  • Develop, implement, and review policies and procedures for administration, procurement, contract management, and risk management.

  • Manage budgeting for assigned areas, including expenditure monitoring and collaboration with Finance on payments and procurement systems.

  • Ensure timely renewal and compliance of licences, insurances, and statutory requirements.

  • Manage vendor and contractor lifecycle, including selection, performance evaluation, contract compliance, and resolution of issues.

  • Supervise in-house technicians and coordinate service providers/ contractors to maintain facilities, infrastructure, and building systems in optimal condition.

  • Lead maintenance planning, troubleshooting, and corrective works for building, equipment, and infrastructure.

  • Manage utilities, waste management, inventory, and asset control systems to ensure operational efficiency and continuity.

  • Coordinate the management and maintenance of medical equipment, as well as medical consumables, linen, and food services.

  • Ensure compliance with safety, health, environmental, and quality standards (e.g. ISO/OHSAS), including audits, risk assessments, and reporting.

  • Prepare and present regular operational and management reports, including performance tracking and continuous improvement initiatives.

  • Support organisational activities, including security coordination, staff training, corporate events, FSM duties (if applicable), and other assigned responsibilities.

Requirements

  • Degree in Building/Facilities Management/ Bio Medical Management or a related field

  • 4 to 5 years of experience in Admin / Operations and/or facility management will be considered for Senior role

  • Preferably with experience in ISO 9001 / ISO 45001 or equivalent Quality and Safety Management Systems

  • Preferably to possess Fire Safety Manager (FSM) certification recognised by SCDF

  • Possess excellent communication and interpersonal skills

  • Ability to work independently under minimal supervision
