Job Description

Job Purpose

The Senior Executive / Executive, General Claims and Contracts reports to and supports the Manager, General Claims and Contracts. This position assists in the administration of Licence-related contracts (MSI, NETS, SimplyGo, etc.) and related matters. This function also provides support for Non-Revenue contracts (NDA, MoU, Collaboration Agreement, etc.) with LTA and other government agencies. This function further assists in the processing and documentation of reimbursement claims relating to ECLO (fare loss recovery), RRTF, SRR projects, and LTA Asset Renewal projects, contributing to the team's revenue recovery efforts.

Responsibilities

1. Contract Management (Licence-Related Contracts & Non-Revenue Contracts)

  • Assist in the management of Licence-related contracts, including MSI, NETS, SimplyGo, and other fare/payment system arrangements.
  • Support contractual compliance and governance, and assist in ensuring alignment with regulatory requirements and organisational policies.
  • Assist in contract negotiations, variations, renewals, and dispute resolution with vendors, operators, and stakeholders.
  • Assist in post-contract management activities, including drafting of supplemental agreements arising from project cost variations and extensions of project timelines.
  • Assist in preparing and administering Non-Revenue contracts, including Non-Disclosure Agreements (NDAs), Memoranda of Understanding (MoUs), and Collaboration Agreements.
  • Support proper documentation, approval workflows, and adherence to SMRT corporate governance frameworks.

2. Claims Management & Revenue Recovery

  • Assist in processing reimbursement claims, supporting timely and accurate recovery of funds.
  • Manage claims related to:
    i. ECLO (fare loss recovery)
    ii. RRTF projects
    iii. SRR projects
    iv. LTA Asset Renewal projects
  • Support the claims process, including coordinating with SMRT project teams on consolidation of deliverables, claims document submission, reconciliation, and closure.
  • Contribute to revenue recovery efforts by ensuring claims are accurately documented and submitted in accordance with financial governance and audit requirements.
  • Support efforts to improve claims processes and assist in maximising recoverable amounts.

3. Stakeholder Management

  • Assist in liaising with LTA, government agencies, and internal stakeholders on claims and contract matters, under the guidance of the Manager.
  • Support the maintenance of working relationships to facilitate smooth contract execution and claims resolution.
  • Prepare information, summaries, and reports to support management in addressing contractual and claims-related issues.

4. Governance, Risk & Compliance

  • Assist in ensuring all contracts and claims activities comply with SMRT’s legal, regulatory, and organisational policies.
  • Support the identification and escalation of contractual and financial risks, including flagging disputes to the Manager.
  • Maintain proper audit trails, documentation standards, and internal records to support governance requirements.

5. Process Improvement & Systems Management

  • Support continuous improvement in claims processing, contract administration, and reporting workflows.
  • Assist in implementing best practices to enhance efficiency, transparency, and data integrity.
  • Maintain and update dashboards and reports for claims performance tracking and decision-making support.

6. Collaboration & Learning

  • Work collaboratively with team members on claims administration and contract management tasks.
  • Proactively seek guidance and learning opportunities to develop knowledge in claims and contract management.
  • Adhere to established performance metrics, accountability standards, and service expectations.

7. Reporting & Administrative Support

  • Assist in preparing materials and data to support the team's contracting and revenue recovery activities.
  • Compile and present data to assist management in reviewing commercial arrangements and financial outcomes.
  • Assist in preparing relevant information and documentation to support business planning and budgeting related to claims and contract portfolios.

Qualifications & Work Experience

• Possess a Diploma in Engineering, Project Management, Quantity Surveyor or equivalent, with at least 1-3 years of Project Management or Contract Management related experience in Singapore.
• Meticulous in the work.
