Job Description

POSITION GENERAL SUMMARY

  • Establish clear project scoping, develop comprehensive execution plans, and secure all necessary planning approvals to ensure a strong foundation, while enforcing strict compliance with contractual agreements across all construction processes. Concurrently, execute projects on schedule and within the approved budget based on the agreed execution plan, closely coordinating all tenant interfacing to successfully achieve the overall project deliverables.


ESSENTIAL POSSITION FUNCTION

Project Strategy & Risk Management

  • End-to-End Execution: Strategize, drive, and manage construction activities from initiation to close-out, ensuring timely completion, budget adherence, and strict compliance with QHSE (Quality, Health, Safety, and Environment) standards.
  • Drive construction performance while mitigating risks and leveraging opportunities during delivery.
  • Gather data for risk assessments and develop/execute work programs to achieve specific project deliverables and targets.

Site Operations & Progress Control

  • Site Monitoring: Evaluate project progress on-site, proactively identifying and reporting any events that could lead to delays.
  • Inspections: Attend all site visits and related coordination meetings.
  • Technical Tracking: Monitor and track the status of authority approvals, material approvals, RFIs (Requests for Information), Site Instructions, NCRs (Non-Conformance Reports), and defects.
  • Prepare, review, and execute work programs, method statements, and any technical documents submitted by Consultants or Contractors.

Project Closure, Handover & Operations

  • Responsible for managing the post-construction stages including but not limited to project handover, deliverables, defect liability period, certificate of completion and compliance, and final accounts.

Key Challenges

  • To ensure no interruption to airport operations during construction.
  • To coordinate works involving live airport operations with airport operations and air traffic services.
  • To obtain and maintain approvals from relevant authorities (CAAM, DOSH, local authorities).
  • To manage internal and external stakeholders
  • Speeding up a delayed schedule usually breaks the budget, while cutting costs risks the project's scope.

Project Director

Client Office

Infrastructure; augmented civil engineers; civil IOWs; MDC civil team; Contractor engineering staff. Purpose: coordination, review, reporting and approvals as described in the accountabilities above.

  • Strong understanding and commitment to safe work practices

  • Good interpersonal skills; able to work independently and in multidisciplinary teams
  • High integrity in handling commercially sensitive and pre-award information
  • Proactive, driven, and results-oriented with a strong sense of urgency
  • Fast learner, assertive, adaptable, and able to work effectively under pressure

Relevant Industries

  • Strong technical expertise in project management and communication skills, and
    Experience, good understanding, and working knowledge in overall construction environment including new technology and relevant authority bodies requirement.
  • Minimum 3-5 years experiences in construction or any related experience

Education

Recognised Engineering Degree level qualified from an established university in the Malaysia/ UK/ US/ Canada/ Australia/ Singapore accredited by Boards of Engineer Malaysia with minimum 7 years experiences in construction
