Manage and coordinate the University’s banking and treasury operations, including bank accounts and facilities, daily cash management, cash-flow forecasting, bank reconciliation, and other bank related matters. The role provides reliable treasury information for management decisions and supports regulatory and control compliance.
Manage and coordinate the establishment, maintenance, renewal and closure of the University’s bank accounts and banking facilities, ensuring that banking arrangements remain current, properly authorised and aligned with operational requirements. Maintain accurate records of bank accounts, authorised signatories, banking mandates, facilities and related approvals, and coordinate changes in accordance with approved governance and delegated authorities. Coordinate inter-bank transfers, cash deposits, bank confirmations and other banking activities, ensuring appropriate approval and supporting documentation. Manage the application, issuance, renewal, amendment, monitoring and cancellation of bank guarantees, including maintaining accurate records and monitoring expiry dates, obligations and related charges.
Manage the University’s daily cash position and liquidity requirements by monitoring cash balances, movements and funding needs across designated bank accounts. Optimise the utilisation of available funds by coordinating the daily transfer of surplus cash from physical bank accounts to the IFSSC bank account, taking into account anticipated receipts, payment obligations, operational requirements and minimum liquidity needs, with the objective of maximising interest income while maintaining sufficient funds for day-to-day operations. Identify liquidity gaps, surplus funds and significant or unusual transactions, and provide timely recommendations on cash utilisation, fund transfers and short-term funding requirements within approved policies and authority limits.
Manage treasury reporting and analysis, covering cash positions, cash flow forecasts, liquidity, bank reconciliations, bank guarantees, banking facilities and costs, non-cash settlements, foreign exchange movements and other treasury information required by management. Analyse significant variances and emerging trends, and coordinate with relevant stakeholders to ensure accurate and reliable information for effective treasury and liquidity management.
Manage the University’s receipts and bank reconciliation activities by ensuring incoming funds are accurately verified, recorded and reconciled with the financial records. Monitor and resolve unidentified, unmatched and reconciling items, including bank transfers, interest income, bank charges, foreign exchange movements and non-cash settlements, and coordinate with relevant stakeholders to ensure timely resolution and clearance. Ensure reconciliation records, supporting documentation and review evidence are properly maintained to support accurate financial reporting, effective internal controls and audit requirements.
Manage and coordinate the establishment, maintenance, enhancement and termination of electronic banking, payment gateways, e-commerce facilities and other payment or collection channels. Coordinate with internal stakeholders, financial institutions and service providers on system configuration, transaction and settlement arrangements, access controls, security requirements and operational issues. Monitor the effectiveness and reliability of these channels and ensure timely resolution of transaction failures, settlement discrepancies and service interruptions.
Provide foreign exchange and treasury advisory support to departments and management on exchange rates, foreign currency requirements, exposures and related financial impacts for projects and other University activities. Coordinate banking-related enquiries and documentation relating to foreign exchange and applicable regulatory requirements, and provide treasury support for University events, strategic initiatives and projects. Ensure related transactions and advice comply with approved policies, financial controls, delegated authorities and applicable requirements.

Maintain appropriate documentation and controls over banking arrangements, cash management, receipts, reconciliations, electronic banking access and treasury activities. Support audit requirements and ensure control weaknesses, unusual transactions, liquidity risks and overdue reconciling items are appropriately followed up and escalated.
Serve as an operational liaison for banking and treasury matters and coordinate the resolution of issues involving internal departments, PETRONAS, financial institutions and service providers. Support University events, projects and strategic initiatives by providing relevant banking and treasury guidance. Identify and implement opportunities to standardise, simplify, automate and digitalise banking and treasury processes while promoting knowledge sharing and service excellence.
