Senior Estimator – Heavy Civil (Roads, Highways & Bridges)

Full-time Perm

Location: Toronto (in-office)

Monday-Friday

Senior Estimator with 10+ years in heavy civil construction, specializing in roads, highways, bridges, and large-scale infrastructure projects

Reporting to the Estimating Manager, you will be responsible for preparing detailed and accurate cost estimates covering full project scope, including labour, equipment, materials, subcontractors, and risk considerations. You will play a key role in leading tender submissions and ensuring compliance with strict bid deadlines.

A strong candidate must be able to clearly articulate experience managing large-scale projects (including project values and scope) during the interview process.

Key Responsibilities

Estimating & Tender Preparation

• Interpret and analyze tender drawings, specifications, and contract documents (including projects up to $1B in value)
• Perform or oversee quantity take-offs from drawings and models
• Prepare detailed cost estimates for labour, materials, equipment, and subcontractors
• Evaluate and price scope changes, claims, and additional work
• Develop preliminary construction schedules for field handoff
• Prepare bid bonds, insurance documentation, and tender submissions

Tender Management & Delivery

• Lead Design-Build and complex infrastructure bids through full tender lifecycle
• Coordinate and chair pre-bid and strategy meetings
• Present project scope, sequencing, risks, constraints, and value engineering opportunities
• Conduct bid reviews and analyze subcontractor proposals
• Ensure accuracy, completeness, and compliance of all submissions
• Maintain organized tender documentation and communications
• Support closing of competitive bids within deadlines

Stakeholder Communication & Project Support

• Follow up with clients on submitted proposals and bids
• Collaborate with field operations and project management teams
• Provide technical and cost support during construction execution
• Monitor active projects and support job cost tracking and reporting

Leadership & Development

• Mentor junior estimators and support team development
• Contribute to improving estimating processes, tools, and standards
• Support continuous improvement initiatives within the estimating department

Requirements

• 10+ years in civil/heavy civil construction (roads, highways, bridges, infrastructure)
• 5+ years of estimating experience in construction
• Experience with Design-Build and large infrastructure projects
• Strong ability to interpret construction drawings and contract documents
• Proficiency with estimating software (InEight Estimate preferred)
• Strong Microsoft Excel and Word skills
• Knowledge of OPSS and CDED standards
• Experience with MTO and/or municipal projects
• Strong analytical, critical thinking, and problem-solving skills
• Ability to work in a fast-paced, deadline-driven environment
• Strong communication and stakeholder engagement skills
• Valid driver’s license
