Project Overview:

Bechtel is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington state. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.

The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with five major nuclear facilities – Analytical Laboratory, Effluent Management Facility, High-Level Waste Vitrification, Low-Activity Waste Vitrification, and Pretreatment – as well as operations and maintenance buildings, utilities, other support facilities.

The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and Amentum. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project.

The Senior Environmental Permitting Specialist is responsible for (1) development of strategies, plans, and procedures for performing testing of the Vit Plant melters and offgas abatement equipment pursuant to requirements contained in the Dangerous Waste Permit, 40 CFR Part 264 Subpart X, and 40 CFR Part 264 Subpart EEE and (2) managing test execution. The Senior Environmental Permitting Specialist develops subcontract scopes of work for test planning and execution; oversees development of test strategies, plans, and procedures; performs subcontractor oversight; and interfaces with project Design Authority, Design Agency, Maintenance, Operations, Environmental and Nuclear Safety, Operations, Quality Assurance, Client, and Regulatory Agency staff and management as required to resolve issues and successfully plan and perform environmental testing. In addition, the Senior Environmental Permitting Specialist prepares and supports presentations and documentation submitted to the Regulatory Agencies and Client to propose strategic and innovative solutions or alternatives to environmental performance testing and EPA reference methods. #LI-MJ1

Major Responsibilities:

  • Oversee development of environmental performance test strategies, plans, and procedures.
  • Interact with Regulatory Agencies and other project disciplines and subcontracted subject matter experts; Oversees subcontractors to perform assigned job functions:
  • Perform work within a Nuclear Facility conduct of operations environment.
  • Understand and apply requirements for melter testing and offgas stack sampling using EPA reference methods.
  • Review and understand melter and offgas system design documentation and operation, including environmental, safety, and health aspects.
  • Develop scopes of work for development of environmental performance test plans, procedures, and work instructions; and test performance.
  • Provide oversight of subcontracted and affiliate-performed work.
  • Support development, review, issue resolution, and Regulatory Agency approval of environmental performance test plan.
  • Support development, review, issue resolution and approval of environmental performance test procedures, work instructions, and associated temporary modification packages as required.
  • Support field work in assigned areas, including integration of project activities, testing, resolution of test deficiencies, and equipment operations.
  • Support operations, maintenance, and commissioning of the WTP Facilities.
  • Review project design and other documents for operations, maintenance, and testing impacts and providing alternative solutions.
  • Complete required training and maintain qualifications associated with assignments.
  • Ensure timely and accurate oral and written technical reports and presentations on assigned activities.
  • Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment.

Education and Experience Requirements:

  • Education: Bachelor's degree in Engineering or Science. Master's degree preferred.
  • Experience: Minimum of twenty years of experience in startup engineering, test engineering, or operations within strong conduct of operations environment in a nuclear or high hazard facility, or similar US military experience.
  • Must be authorized to work and remain in the United States without Bechtel visa sponsorship now or in the future.
  • Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.
  • Must be able to obtain a Department of Energy badge for access to the Hanford Site. (Even if teleworking, must still be able to comply with security requirements to obtain a badge.) Non-U.S. citizens from countries identified by the Department of Energy as posing heightened security concerns—including sensitive countries, state sponsors of terrorism, countries of risk, and other designated countries –are subject to additional security requirements that limit site access.
  • Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.

Required Knowledge and Skills:

  • Direct work experience in developing test strategies, plans, and/or procedures preferred.
  • Direct work experience in the performance of hazardous waste combustion facility trial burns, comprehensive performance tests, relative accuracy test audits, and/or offgas stack sampling preferred.
  • Direct work experience in operations, engineering, or engineering support within nuclear, chemical, petrochemical, or petroleum industry preferred.
