The City of Raleigh is looking for a Senior Engineering Inspector to join our Transportation Development Inspections Unit. This position focuses on inspecting and overseeing construction of public infrastructure to ensure compliance with city standards, while coordinating with developers and maintaining project quality from start to final acceptance.

About Us:

The Transportation Infrastructure Inspections Unit is responsible for overseeing construction activities within public rights-of-way and easements. The unit ensures that all work performed by contractors complies with City standards and safety regulations while promoting timely and efficient project completion.

The Senior Infrastructure Inspector performs advanced technical inspection work and serves as a key liaison between the City, developers, contractors, and engineers to ensure infrastructure is constructed in accordance with approved plans, standards, and regulations.

• Performs technical inspections of infrastructure within the public right-of-way, including potable water, reclaimed water, sanitary sewer, storm drainage, roadways, curb and gutter, sidewalks, and associated appurtenances

• Ensures compliance with City Engineering Design and Construction Standards and approved construction drawings

• Documents inspections, permits, and project activity using EnerGov on a daily basis

• Coordinates and communicate with developers, contractors, engineers, and project stakeholders throughout all phases of construction, including preconstruction meetings, inspections, punch lists, and final acceptance

• Conducts and verify testing of roadways, fire lanes, and utility systems to ensure compliance with applicable standards

• Coordinates road closures and verify permits in accordance with MUTCD standards

• Tracks development projects and oversee acceptance of public infrastructure constructed by private developers, including warranty inspections and resolution of deficiencies

• Reviews and approve as-built drawings submitted by engineering firms

• Interprets and apply codes, standards, and ordinances related to transportation, utilities, and land development

• Coordinates with other City departments to ensure all development requirements are met

• Provides customer service and technical guidance to developers, engineers, and the public

• Attends meetings and contribute to team coordination and workload management

• Performs other duties as assigned

Qualifications

Education and Experience:

High School diploma or G.E.D. equivalency and 3 to 5 years’ experience in construction, construction inspection, or related work

OR

Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted.

Licenses and Certifications:

• Experience with ArcGIS, iMaps, and EnerGov

• Certification in QMS Roadway and/or ACI Concrete Grade 1

Supplemental information

Knowledge, Skills and Abilities:

• Proficiency in Microsoft Windows, Microsoft Office, and general computer applications

• Working knowledge of roadway and utility systems, including potable water, reclaimed water, and sanitary sewer systems

• Knowledge of Engineering Design and Construction Standards, applicable codes, ordinances, and inspection methods

• Ability to read and interpret blueprints, construction plans, layouts, and parcel maps

• Skill in identifying technical and operational issues and recommending corrective actions

• Strong analytical and problem-solving skills

• Ability to interpret and apply regulations, policies, and procedures

• Ability to maintain accurate records and documentation

• Strong organizational and time management skills, with the ability to manage multiple priorities

• Ability to work independently with minimal supervision while maintaining accuracy and meeting deadlines

• Ability to remain composed and effective in high-pressure or changing environments

• Knowledge of safety codes, laws, and regulations at the local, state, and federal levels

• Proficiency in office practices, procedures, and relevant software systems

• Ability to perform mathematical calculations related to construction inspection

• Ability to communicate clearly and effectively, both verbally and in writing

• Ability to lead, coordinate, and direct activities in a responsible and professional manner

ADA and Other Requirements:

Work Environment and Physical Effort:
Medium: Exerting up to 50 pounds of force occasionally, up to 25 pounds of forcefrequently, and/or up to 10 pounds of force constantly to move objects.

Work Environment:
Work is typically performed in an outdoor environment, street environment (near moving traffic), at a construction site and in and around vehicles. Employees may occasionally be in an office or similar indoor environment.

Work Exposure:
There is frequent exposure to extreme heat (above 100 degrees), moving mechanical parts, fumes and airborne particles and loud noises. Employees may occasionally interact with individuals who are hostile or irate and extreme cold (below 32 degrees).
