What you'll do:

Construction Tender Documentation Advisory

• Advise on the preparation, review, and quality assurance of public works tender documents.
• Provide expertise on New Engineering Contract (NEC) and non-NEC contract requirements, compliance, and procurement practices.
• Identify contractual risks, inconsistencies, and areas for process improvement.

Public Works Tendering and NEC Knowledge Support

• Provide professional guidance on Hong Kong Government public works tendering procedures.
• Advise on NEC contract frameworks, including contract data, scope requirements, and contract options.
• Interpret relevant technical circulars, guidelines, and project administration requirements.

Tender Checking Rules and Knowledge Base Development

• Support the development of tender checking criteria, compliance rules, and contractual review frameworks.
• Validate knowledge content, reference materials, and risk assessment methodologies.
• Contribute to the development of automated tender review and rule-based checking processes.

Validation and User Acceptance Support

• Participate in requirements gathering, solution reviews, and testing activities.
• Review and validate tender compliance findings and recommendations.
• Support user acceptance testing (UAT) and continuous improvement initiatives.

Stakeholder Engagement and Knowledge Transfer

• Liaise with Government departments and project stakeholders.
• Participate in project meetings, workshops, and review sessions.
• Deliver knowledge sharing and training on public works tendering and contract management practices.

You'll be a good fit if you have/are:

• Minimum 5 years' experience in construction tender preparation after obtaining professional chartership or registration under the Engineers Registration Board.
• Demonstrated experience in large-scale Hong Kong public works tender preparation and tender administration.
• Experience in reviewing tender documents, contract administration, and construction procurement.
• Familiarity with the Development Bureau, Works Departments, and Government procurement requirements.
• Good understanding of the latest developments in public works tender documentation and procurement requirements in Hong Kong.
• Professional Qualification : Chartered Engineer(CEng) registered with a recognised professional institution, including but not limited to : HKIE, ICE, IStructE, IET, IMechE, CIBSE, Other equivalent recognised professional instituutions.
• Candidates who can demonstrate knowledge of AI, or experience and ability to apply Generative AI tools in their work, will be preferred
• Professional Accreditation : Possess at least one of the following :
• NEC Accreditation (NEC4 ECC, PSC, TSC, Project Manager or equivalent).
• Professional accreditation in contract management, dispute avoidance, claims management, project governance or risk management acceptable to the Employer.

Note:

1. Applicant may be considered for other positions if not matching the requirements of the subject position.

2.This is a fixed-term contract position for a period of 9 months subject to renewal.

HKPC will take into consideration both the quantitative and qualitative requirements of the position when selecting the suitable candidates. A competitive salary package commensurate with academic qualifications and experience will be offered. The successful candidates will be employed on a fixed-term contract basis, which is renewable subject to appointee’s performance and the Council’s development needs.
