Toronto Water is the City of Toronto division responsible for all aspects of drinking water treatment and supply, wastewater collection and treatment, and stormwater management. The Division’s six business sections manage facilities and assets across the City, including treatment plants, pumping stations, water and sewer mains, laboratories, and yards.

Water Infrastructure Management (WIM) is responsible for the long-term management of Toronto's water, wastewater, and stormwater management assets to optimize infrastructure investment, levels of service, and system performance. WIM provides engineering analysis, asset management, infrastructure planning, policy development, and coordination across Toronto Water. The section supports service delivery to 3.6 million residents in Toronto and surrounding regions, manages over $83 billion in assets, and oversees a 10-year capital plan of approximately $16.2 billion.

WIM is looking for Senior Engineer positions across two units: Approvals & Partnerships and Development Infrastructure

As Senior Engineer, reporting directly to the Manager, Approvals and Partnerships you will be a technical lead responsible for providing subject matter expertise and oversight on review and approvals processes (e.g., ECA/DWWP review, by-law exemptions, etc.) related to service connections and servicing infrastructure. You will also lead analysis, coordination and resolution of technical issues related to asset interference and easements, while liaising with internal/external stakeholders, senior management, and mentoring junior to intermediate engineering staff.

As a Senior Engineer reporting to the Manager of Development Infrastructure, you will lead the technical review, coordination, and resolution of issues arising from development application inquiries submitted by engineers in the Development Review Division. Working collaboratively with Development Review, you will help drive, monitor, and advance initiatives that strengthen Toronto Water’s role in the development approvals process. Your focus will include enhancing preapplication touchpoints, addressing site specific servicing challenges, coordinating sewer capacity requirements, and improving water infrastructure management practices and procedures related to development applications.

MAJOR RESPONSIBILITIES
Your primary responsibilities as a Senior Engineer will vary depending on Unit and assigned duties, but you will be expected to:

1. Act as a subject matter expert on a multi-disciplinary technical team in the areas of storm and sanitary sewer systems, stormwater management systems, water distribution and transmission systems, and infrastructure planning for growth.
2. Provide technical review and advanced engineering input on engineering studies, reports and design drawings, as required, to other sections and divisions on matters related to municipal and environmental engineering.
3. Lead staff and consultants to deliver studies, projects and programs related to growth and capacity of linear systems.
4. Lead or participate in multi-disciplinary project teams, supervise and direct internal and external professional engineers and technical personnel, and mentor colleagues.
5. Manage assigned projects, ensure effective teamwork and communication, high standards of work quality and organizational performance, and continuous learning.
6. Ensure that all assigned projects are controlled and completed within established timeframes and approved budget limitations, where applicable.
7. Review, comment and provide input in developing policies, by-laws, guidelines, technical design criteria and standards related to growth management and infrastructure servicing.
8. Prepare capital business cases, project charters, RFPs, RFQs, REOIs, terms of reference, and scopes of work for consultant assignments, including selection and direction of consultants undertaking professional services for Toronto Water.
9. Represent Toronto Water as a technical specialist at meetings with standing committees, internal staff, and external agencies, and consulting with members of the public, external clients and consultants.
10. Prepare presentations, technical reports, briefing notes, and staff reports for senior executive management, Councillors, Committee and Community Council, as well as content for public education and communication purposes.
11. Maintain relations with Councillors, the public, other units throughout the City, consultants, other levels of government, government agencies, developers, suppliers and contractors, to ensure effective partnerships related to the job function.
12. Analyze continuous improvement and control measures for quality, efficiency and effectiveness of services and formulate recommendations.
13. Keep informed of, investigate, implement, and evaluate new work techniques, technologies and performance standards.
14. Assist the Manager in defining and allocating work and setting goals.
15. Perform other related duties, as assigned.

KEY QUALIFICATIONS
Key qualifications may vary by Unit.

1. Must be licensed as a Professional Engineer in good standing with Professional Engineers Ontario.
2. Post-secondary education in engineering with a specialization pertinent to the job responsibilities of the position or an approved equivalent combination of education and experience.
3. Extensive experience in review, planning, design, and analysis applicable to a municipal engineering role working with water, wastewater and stormwater infrastructure.
4. Extensive experience and knowledge in the application of federal, provincial and municipal regulations, by-laws, policies, design criteria and guidelines related to the review and approval of site-servicing infrastructure, and alterations to municipal water and sewer infrastructure.
5. Proficiency in various competencies, including highly developed interpersonal, employee relations, negotiation, conflict resolution, leadership and problem-solving skills, with the ability to interact effectively with all levels of the organization and to forge solid internal and external relationships.
6. Communication and analytical skills to prepare policies, technical reports, and briefing notes for senior management, Committees and Council, and to respond to inquiries from external agencies and the public, along with strong presentation abilities.
7. Project and stakeholder management skills to plan, lead, manage and implement multi-disciplinary projects of varied scope, including process improvement initiatives (e.g., standard operating procedures).
8. Knowledge of water and sewer infrastructure construction methods, feasibility, and impact analysis.
9. Experience preparing technical evidence, delivering testimony, or establishing conditions in support of legal agreements or legal proceedings.
10. Knowledge of the Municipal Class Environmental Assessment process, especially related to Master Planning, Needs Assessment, and Feasibility Studies.
11. Knowledge of Change Management, Transformation Management, and Program Management theory.
