The Process, Innovation & Energy unit (PIE)

The Process, Innovation & Energy unit (PIE) is Toronto Water’s central process engineering group for water & energy. The team strives to advance water and energy management in Toronto Water by delivering exceptional research, process engineering, and innovation-driven solutions. PIE supports Toronto Water in the areas of process & optimization, research & innovation support, data management, regulatory reporting, source water protection, energy management, GHG emissions mitigation and more. The team solves complex problems in an ever-changing environment to help Toronto Water prepare for a resilient future.

Major Responsibilities:

As a Senior Engineer in PIE, you will report to the Manager, Process, Innovation & Energy and will contribute technical expertise and leadership to advance Toronto Water’s goals. Your responsibilities may include:

• Conducting studies, analyses, surveys and research for solution of complex engineering problems.
• Acting as an SME, providing specialized technical advice and expertise.
• Mentoring, directing and evaluating the performance of other technical staff.
• Leading multi-disciplinary project teams, managing projects and programs ensuring effective teamwork and communication, and high standards of work quality.
• Performing and overseeing independent engineering tasks
• Developing and incorporating continuous improvement with respect to quality, efficiency and effectiveness in the Division’s operations.
• Reviewing and analyzing new technologies for use in existing or future service requirements.
• Participating in the preparation of capital and operational budgets. Ensuring that project expenditures are controlled and maintained within approved budget limitations.
• Coordinating reviews and assessing work methods, equipment requirements, staffing scheduling and productivity, to ensure that effective and efficient practices are employed consistently across all parts of Toronto Water.
• Developing, reviewing and implementing detailed plans and recommending policies regarding program specific requirements
• Responsible for management of ongoing process optimization engineering programs, special projects, engineering proposals, Best practices and other program development and new initiatives. Identifies, evaluates and provides technical expertise and recommendations for the resolution of process and operational issues, compliance programs, by-law, environmental and risk management issues and public safety in compliance with the city policies and by-laws.
• Reviewing drawings, specifications and reports prepared by staff, contractors and consultants
• Ensuring rigorous development and maintenance of systems and business processes for managing records and data, and improving their quality
• Conducting and overseeing research in diverse topics like drinking water treatment, wastewater treatment, linear infrastructure, instrumentation & data management, new technologies, emerging contaminants, innovation, digital transformation, sustainability and resource recovery, biosolids management, GHG emissions and more.
• Developing and maintaining processes to streamline and guide the Division’s research collaborations.
• Developing and updating guidelines and procedures, devising new approaches, and drawing conclusions from comparable situations.
• Providing process-focussed input to capital projects and engineering studies.
• Preparing and reviewing written materials including technical memoranda, Committee and Council reports, letters, presentations, project plans & charters, Requests For Proposal and Requests For Quotation.
• Overseeing and evaluating the work performance of external service providers with respect to quality, timeline, cost and completion of required tasks.
• Maintaining good relationships with councillors, consultants, government agencies, suppliers, contractors and other stakeholders.
• Preparing cost estimates and business cases.
• Evaluating bids and proposals, providing input into recommendations for award of contracts
• Representing the Division as a technical subject matter expert at meetings with public, stakeholders and councillors.
• Establishing and maintaining partnerships with other Divisions in the City
• Assisting the Manager in defining and allocating work and setting goals
• Acting on behalf of the manager when required.

Key Qualifications:

1. Must be a qualified engineer as defined by the Professional Engineers Ontario in a relevant discipline (e.g. chemical, civil, mechanical or environmental engineering).
2. Extensive engineering experience in areas which may include drinking water treatment, wastewater treatment, linear infrastructure, instrumentation & data management, new technologies, innovation, digital transformation, sustainability and resource recovery, emerging contaminants, biosolids management and/or utility GHG emissions.
3. Extensive experience in critical thinking and generating creative solutions to complex problems.
4. Considerable planning, leading, managing and implementing complex multi-disciplinary projects.
5. Experience in water storage and transmission and/or wastewater collection would be an asset.
6. Ability to function effectively in a service oriented, politically sensitive environment and to balance the needs of the organization and customers against available resources.
7. Fundamental knowledge of the Safe Drinking Water Act, Ontario Water Resources Act, Nutrient Management Act, Environmental Protection Act, and Occupational Health & Safety Act and Regulations.
8. Ability to train and develop others for improved performance and efficiency, including team building and leadership abilities.
9. Ability to set priorities, develop workplans, allocate work, provide feedback and manage performance of other technical staff.
10. Excellent communication skills, including writing and presentation abilities.
11. Excellent analytical skills, including proficiency with MS Excel, data preparation & analysis.
12. Demonstrated ability to effectively manage and implement change.
13. Ability to adapt and contribute to new focus areas by applying a curious, continuous learning mindset
14. Ability to build and foster effective working relationships and resolve conflict with peers, internal clients, external agencies, other utilities, and other levels of government.
15. Ability to manage multiple competing priorities and deadlines.
16. Must possess a valid Province of Ontario Class "G" Driver's License.
17. Possession of a Class 4 Ontario Wastewater Treatment License and/or a Class 4 Water Treatment Licence is an asset.
