Transportation Electrical Construction & Maintenance unit is seeking one Senior Engineer This unit is responsible for the maintenance, construction, and management of traffic control devices and traffic management systems, as well as the management of the Street Lighting Agreement and pedestrian‑scale lighting.

Reporting to the Manager, Transportation Electrical Construction & Maintenance, the Senior Engineer is accountable for Capital Construction of Traffic Control Signals, Devices and Intelligent Traffic Systems (ITS). The role provides technical leadership, project and contract management, and people leadership, while ensuring compliance with City standards, legislation, and best practices.

The position directly supervises unionized and non‑unionized staff, providing both technical direction and performance management, and acts as a senior technical resource within the Division.

Major Responsibilities

Specific responsibilities may include, but are not limited to, the following:

Project & Contract Management

• Manages assigned traffic signal and ITS capital projects from planning and tendering through construction, commissioning, and close‑out, ensuring scope, schedule, budget, quality, safety, and compliance objectives are met.
• Acts as the City’s technical authority and Contract Administrator for traffic signal and ITS construction contracts.
• Leads the development of RFQs, RFPs, and tenders; evaluates submissions; and prepares contract award recommendations in accordance with City procurement and financial policies.
• Controls project expenditures, monitors risk and schedules, and provides regular financial and progress reporting to the Manager.
• Manages and evaluates performance of contractors, suppliers, and consultants with respect to quality, timeliness, cost control, safety, and completion of deliverables.

Technical Authority & Standards

• Provides senior engineering expertise and technical leadership in the planning, design, construction, and commissioning of traffic signal and ITS infrastructure.
• Reviews, approves and provides direction on drawings, engineering studies, specifications, construction plans, cost estimates and proposed modifications.
• Conducts constructability and risk reviews to improve safety, efficiency, maintainability and lifecycle performance.
• Supports the development, implementation, and continuous improvement of design standards and construction specifications, best practices, and operational procedures related to traffic signal and ITS infrastructure.
• Monitors industry trends, emerging technologies, and best practices to inform capital delivery and future system enhancements.

People Leadership & Workforce Development

• Leads and coordinates a multidisciplinary team, providing technical direction and performance management to unionized and non‑unionized staff.
• Assigns work, mentors staff and supports the professional development of junior engineers and technical personnel.
• Promotes a culture of accountability, collaboration, continuous learning, and adherence to safe work practices, particularly in high‑traffic and construction environments.

Stakeholder, Utility & Inter‑Agency Coordination

• Liaises with internal City divisions, Councillors, the public, consultants, contractors, utilities, and external agencies (e.g. Metrolinx, TTC, and MTO) on matters related to assigned capital projects.
• Establishes and maintains effective partnerships for projects that span multiple divisions or jurisdictions.
• Oversees utility coordination, construction‑related administrative requirements, and secures all necessary engineering permits and external approvals.

Financial Management & Reporting

• Assists the Manager in the development of annual operating and capital budgets and supports long‑range capital planning.
• Prepares technical, financial and administrative reports including briefing materials for senior management and City Council.
• Contributes to the development, monitoring, and reporting of key performance indicators related to cost, schedule, safety, and contractor performance.

Communication, Committees & Representation

• Prepares and delivers presentations to senior departmental staff, elected officials, and the public.
• Represents the City on committees, technical working groups, and at inter‑agency meetings.
• Leads and facilitates technical discussions to resolve engineering, construction, and operational issues, using a range of communication tools to support timely project delivery.

Key Qualifications

1. Registration as a Professional Engineer (P.Eng.) and member in good standing with Professional Engineers Ontario (PEO).
2. University degree in civil engineering, traffic/transportation engineering, systems engineering, electrical engineering, computer engineering, or a related discipline.
3. Extensive experience in traffic signals and/or Intelligent Transportation Systems (ITS), including experience managing capital construction projects.
4. Considerable experience in the design, construction, operation, or delivery of traffic signal and ITS infrastructure, including traffic signal hardware, detection systems, pedestrian systems, and ITS applications such as smart signals, uninterruptible power supplies (UPS), variable message signs (VMS), transit signal / emergency vehicle priority (TSP/EVP) and traffic monitoring cameras.
5. Experience as a people manager, including providing technical direction and performance management to unionized and non‑unionized staff.
6. Strong knowledge of applicable legislation, standards, and guidelines, including the Occupational Health and Safety Act, Highway Traffic Act, AODA, Ontario Traffic Manual (Book 7), and relevant industry standards (e.g., TAC, ITS Canada, ITE, IMSA, MUTCD, Ontario Provincial Standards).
7. Demonstrated ability to plan, organize, and coordinate multiple concurrent projects, including managing budgets, schedules, consultants, contractors, and technical risks.
8. Highly developed written and verbal communication skills, with the ability to communicate effectively with senior staff, elected officials, media, and the public.
9. Valid Ontario Class G driver’s licence and daily access to a reliable personal vehicle for use on City business.
