Terms of Reference
Demonstrated experience in energy planning and development, particularly within humanitarian and protracted contexts, supporting sustainable and resilient energy solutions for human settlements. Proven ability to contribute to energy access initiatives that enhance livelihoods, environmental sustainability, and service delivery in complex operational environments such as Dadaab.
Proven managerial and technical capacity to lead and support teams in contexts similar to Dadaab, with experience in energy infrastructure development, including renewable energy systems, mini-grids, and institutional energy services. Strong expertise in technical assessments, energy needs analysis, system design, and capacity-building initiatives for local stakeholders and partners.
Demonstrated experience in leading and/or supporting the design and implementation of energy projects within humanitarian, early recovery, and protracted settings. This includes planning, installation, and maintenance of sustainable energy solutions, as well as integrating energy considerations into broader infrastructure and service delivery frameworks.
Proven track record in building partnerships and fostering collaboration with diverse stakeholders, including government entities, humanitarian agencies, donors, and the private sector, to advance energy access and sustainability goals. Experience in coordinating multi-stakeholder platforms and contributing to integrated settlement or camp planning processes in contexts similar to Dadaab is highly desirable.
