Job Description
Position Summary
Join a fast‑paced team at the forefront of Army electromagnetic warfare modernization. We are seeking a Senior Spectrum Manager Subject Matter Expert to lead Dynamic Spectrum Access planning, coordination, and execution in direct support of PM EW&C. In this critical role, you will shape how emerging EW systems access and maneuver within congested, contested, and tightly regulated spectrum environments across Army operational formations.
As the program’s spectrum authority for Spectrum Core, you will own the lifecycle of DD Form 1494 packages through the Operational stage, develop frequency proposals, and provide on‑the‑ground expertise during live EA, RFA, and ESC events. Your insights will directly inform platform certification, fielding decisions, and CONOPS refinement.
This position offers a unique opportunity for an experienced Army spectrum professional to bridge acquisition, testing, and operational employment. You will brief senior leaders, shape system integration at ATEC ranges and division headquarters, and ensure the Warfighter can employ EW capabilities safely, legally, and effectively in real‑world environments.
Essential Duties and Responsibilities
- Develop, submit, and manage frequency authorization documentation through all required lifecycle stages, ensuring accuracy, compliance, and timely progression of approvals.
- Prepare and coordinate frequency proposals and spectrum access requests with appropriate service‑level, joint, federal, and commercial regulatory bodies, as well as with supported unit spectrum managers.
- Provide live spectrum management support during test and operational events, including spectrum surveys, deconfliction, electromagnetic compatibility (EMC) and interference assessments, and refinement of frequency plans and loadsets.
- Process electronic attack (EA) and radiating device authorization requests through established workflows, track approval timelines, and identify opportunities to streamline the process.
- Maintain situational awareness of the electromagnetic environment for test events and field operations, ensuring all required permissions, authorizations, and coordination are in place before activities commence.
- Support coordination of host‑nation and joint spectrum operations when mission activities occur outside the continental United States or involve multi‑service participation.
- Provide laboratory‑based analysis, documentation development, and the creation of pre‑positioned knowledge packages to support operational units and upcoming rotations. Provide remote or on‑site reach‑back support as required.
- Advise program leadership on spectrum‑related risks, schedule impacts, operational constraints, and recommended mitigations.
- Cross‑train systems integration personnel on foundational spectrum management concepts to ensure continuity of operations and reduce single‑point dependency.
- Use AI tools responsibly to assist in drafting documentation, parsing spectrum‑related data extracts, summarizing reviewer comments, and preparing mission packets. Validate all outputs and ensure no Controlled Unclassified Information (CUI) is provided to public AI models.
Requirements
Requirements: MUST HAVE
- Minimum of 12 years of experience in federal or defense spectrum management, including hands‑on authorship of frequency authorization documentation across all lifecycle stages; or prior experience as a military spectrum manager with responsibility for supporting operational units employing radiating systems.
- Direct, practical experience using Spectrum XXI and EL‑CID, with demonstrated ownership of submission workflows rather than observation-only participation.
- Working knowledge of federal spectrum governance, including NTIA and FCC regulatory processes, equipment authorization pathways, and applicable defense spectrum policies for tactical, electronic warfare, and dual‑use technologies.
- Proven experience supporting operational units during temporary duty (TDY) events, with the ability to operate effectively in diverse environments, including remote or high‑altitude domestic locations.
- Strong written and verbal communication skills, including the ability to produce concise, actionable recommendations and brief senior leaders without reliance on extensive slide decks.
- Demonstrated ability to use AI tools appropriately in daily work, including drafting, summarization, and data parsing tasks, with all outputs reviewed for accuracy and without providing Controlled Unclassified Information (CUI) to public AI systems.
Preferred:
- Experience with spectrum management and electromagnetic support tools used across federal agencies and defense organizations, including platforms for frequency coordination, equipment certification, and interference reporting.
- Background in electronic warfare (EW) deconfliction, positioning/navigation/timing (PNT) considerations, software‑defined radios (SDR), satellite communications (SATCOM) frequency planning, host‑nation coordination, and joint restricted frequency list (JRFL) processes. Prior participation in cross‑functional cyber and electromagnetic activities (CEMA) staff planning is a plus.
- Prior support experience with government program offices, acquisition organizations, or defense research and engineering centers. Experience working with operational units is highly desirable.
- Active Top Secret clearance or ability to obtain one.
- Familiarity with federal or interagency spectrum coordination systems and experience reviewing or contributing to certification packages.
Education and Certification Requirements:
- B.S. In Engineering, 4 years of military or other relevant experience may be substituted for degree
Clearance:
- Active Secret required
- Preferred Top Secret
Special Note
The position is contingent upon candidate’s ability to meet physical and medical requirements as needed by the position; including compliance with all applicable federal, state, and local jurisdictional requirements.
