Plans and directs all MOSSI II program activities of the organization by performing the following duties personally or through subordinate managers. Develops, implements, and monitors appropriate goals, policies, practices and procedures, and all other duties as assigned. Relies on extensive experience and judgment to plan and accomplish goals. A wide degree of creativity and latitude is expected.
Detailed Description:
• Knowledge and understanding of industry developments, trends and experiences related to development and implementation of service products or service product components.
• Knowledge of methodologies, tools and techniques for designing, developing, and managing space operations execution of new and existing programs along with service support products.
• Knowledge of the methodology and associated phases, activities and deliverables for the design of operations products and the enhancement of existing services; ability to apply the methodology in diverse scenarios.
• Knowledge and associated ability to apply technical knowledge to design and implement ground systems and processes that safely realize a desired objective or invention.
• Knowledge of technologies and applications used in execution, implementation and in the optimization of software and system’s processes.
• Manage and direct the overall effort on all tasks to meet the safety, technical, cost, schedule and quality requirements of the contract.
• Serve as primary point of contact for interface with the Payload and Mission
Operations Division (PMOD), and the Contracting Officer's Technical Representative and Contracting Officer, for fulfillment of contract terms and conditions. This encompasses program management including project management, cost management and control, business management, personnel management, continual process improvement, and functional support.
• Develop necessary management systems to assure the timeliness and accuracy of technical, cost, and schedule information provided to government.
• Coordinates production activities with other functions such as material, marketing & sales, new product development, customer service, process engineering and inspection.
• Responsible for the employment, training, employee motivation, counseling, and discipline of employees assigned.
• Develops and establishes department standards and practices.
• Develops the engineering plan and establishes procedures for maintaining high standards of engineering operations to ensure that products conform to established customer and company quality standards.
• Achieves optimum employee levels with least amount of overhead and material costs to meet annual budgetary plan.
• Formulates and recommends policies and programs that guide the organization in maintaining and improving its competitive position and the profitability of the operation.
• Directs and monitors department managers to accomplish goals of the operations plan, consistent with established government procedures. Acts as liaison between department management/subordinate levels, as well as executive/department manager levels to inform personnel of communications, decisions, policies, and all matters that affect their performance, attitudes, and results.
• Hires, trains, develops, and evaluates staff. Take corrective action as necessary on a timely basis and in accordance with company policy. Ensures compliance with current federal, state, and local regulations. Consults with Human Resources Department as appropriate.
• Plans and formulates aspects of proposals such as objective or purpose of project, applications that can be utilized from findings, costs of project, and equipment and human resource requirements.
• Reviews and analyzes proposals submitted to determine if benefits derived and possible applications justify expenditures.
• Approves and submits proposals and budgets considered feasible to management for consideration and allocation of funds or allocates funds from department budget. Reviews proposals and budgets of reporting departments.
• Develops and implements methods and procedures for monitoring projects, such as preparation of records of expenditures and findings, progress reports, and staff conferences, in order to inform senior management of current status of each project.
• May serve as a member of unit’s senior management team. Provide guidance and leadership to management including formulation or changes to policies under their purview.
• Establishes operational objectives and directs subordinates to achieve assignments by providing leadership, assigning tasks, and checking work at appropriate intervals to determine status of assigned projects and ensure goals are met within organization goals of budget, time requirements and high level of quality.
• Generally, supervises mid -level management and/or professional staff and may supervise administrative support staff, providing guidance to employees according to established policies and senior management guidance. Normally directs the activities of two or more major sections or departments through subordinate managers who exercise full supervision in terms of costs, methods and employees.
• Prepare monthly and weekly status reports and verify government deliverables for accuracy and completeness.
• Identifies obstacles to achieving business goals and provides solutions or seeks out appropriate assistance. Determines allocation of resources and equipment.
• Interacts with subordinate supervisors, outside customers, and functional peer groups at various management levels. Interaction normally requires the ability to inspire and gain cooperation of others, to conduct or aid other in conducting presentations or to exchange information.
• Daily availability to include evenings and weekends when necessary to reach goals and deadlines.
Expected to travel to accomplish organizational goals.
Requirements:
Bachelor's degree in business discipline for administrative/sales/finance/supply chain related positions desired experience in a technical discipline for production/quality and engineering/sales engineering related positions and a minimum of 15 years of directly related operations experience and/or training; or equivalent combination of education and experience. Master’s degree highly preferred and may substitute for 2 years’ experience. Position requires a minimum of 9 years’ supervisory/management experience.
