KEY RESPONSIBILITIES
OSAT Commercial Strategy and Partner Ownership (25%)
- Define and execute the multi-year OSAT commercial strategy for China, Taiwan, Malaysia, Vietnam and India, including partner segmentation, share-of-wallet allocation, and geographic diversification to manage concentration and geopolitical risk.
- Serve as the executive relationship owner for all strategic OSAT partners; lead quarterly and annual business reviews with OSAT senior leadership.
- Align the OSAT footprint with corporate product roadmaps, package technology requirements, and long-range demand plans developed with Product Line management and Planning.
- Lead the commercial evaluation, selection, and onboarding of new OSAT partners and new sites; build the business case, model the total cost impact, and secure executive approval.
- Represent OSAT commercial strategy to executive leadership; drive cross-functional alignment with Operations, Finance, Quality, Legal, and Product Marketing/Engineering.
Pricing, Cost Roadmap, and Negotiation (20%)
- Own assembly and test pricing architecture across all package families, technologies, and volume tiers; establish and defend target cost positions.
- Lead all major commercial negotiations — annual and multi-year price agreements, volume-tier structures, NRE and tooling terms, gold and material pass-through, currency and energy adjustment mechanisms.
- Develop and drive the cost-reduction roadmap: annual productivity commitments, test time reduction, yield-based pricing, package conversion, dual-sourcing leverage, and should-cost modeling.
- Partner with Finance on cost forecasting, standard cost setting, variance analysis, and the margin impact of commercial decisions; own the accuracy of regional back-end cost projections.
- Manage commercial exposure from tariffs, trade restrictions, transfer pricing, and cross-border tax considerations across the geographic footprint.
Capacity Assurance and Supply Continuity (20%)
- Secure and govern committed capacity entitlements at each OSAT site, balancing take-or-pay and flexibility terms against demand volatility.
- Lead commercial escalation and resolution during capacity shortfalls, allocation events, upside demand surges, and downturn de-commitment scenarios.
- Establish dual-source and cross-qualification commercial frameworks that preserve supply optionality across the China, Taiwan, Malaysia, and India network.
- Own regional business continuity planning for OSAT supply — natural disaster, geopolitical disruption, export control, and partner financial-distress scenarios.
- Govern consigned and OSAT-procured material programs, including substrate, lead frame, gold wire, and mold compound supply and pricing.
Organizational Leadership and Development (15%)
- Lead, develop, and hold accountable two Director-level direct reports covering Greater China and Southeast Asia & India; set objectives, performance expectations, and development plans.
- Build a high-caliber regional OSAT commercial organization with the negotiation capability, financial acumen, and cultural fluency required across four distinct national business environments.
- Establish succession planning, talent development, and capability-building programs for the extended regional team.
- Set the operating cadence, decision rights, and escalation model between the two Director portfolios; ensure consistent commercial standards and knowledge sharing across the region.
- Drive a culture of disciplined negotiation, data-based decision making, ethical conduct, and partner integrity.
Contract Governance, Risk, and Compliance (10%)
- Own the regional OSAT contract portfolio — manufacturing agreements, capacity agreements, pricing schedules, quality agreements, and IP and confidentiality terms — in partnership with Legal.
- Establish contract standards, approval thresholds, and renewal governance; ensure no strategic OSAT operates outside a current, enforceable commercial framework.
- Ensure compliance with export control, trade, anti-corruption, conflict minerals, and responsible sourcing requirements across all regional partners.
- Assess and mitigate partner financial health, ownership change, capacity investment, and technology roadmap risk; escalate material exposures with recommended actions.
Performance Management and Continuous Improvement (10%)
- Define and govern the regional OSAT scorecard — cost, on-time delivery, cycle time, yield, quality, responsiveness, and flexibility — and drive corrective action through the business review cycle.
- Partner with Sourcing Engineering, Quality, and Operations to convert technical and quality performance gaps into commercial consequences and improvement commitments.
- Identify and implement improvements to regional commercial processes, systems, and data — pricing tools, cost models, capacity visibility, and contract management.
- Benchmark regional OSAT commercial terms against industry practice and competitive intelligence to sustain a cost-advantaged position.
EDUCATION AND EXPERIENCE
- Bachelor’s degree in engineering, Business, Supply Chain Management, or a related field required; master’s degree or MBA highly preferred.
- Minimum 15+ years of progressive experience in semiconductor back-end operations, OSAT management, procurement, or supply chain, with at least 8+ years in senior management roles.
- Demonstrated ownership of large-scale OSAT commercial relationships — multi-million-dollar annual spend, multi-year pricing agreements, and capacity commitments.
- Direct working experience with OSAT partners in two or more of China, Taiwan, Malaysia, and India; established senior-level relationships within the Asian OSAT ecosystem strongly preferred.
- Proven track record leading and developing managers or directors in a geographically distributed organization.
- Deep knowledge of assembly and test cost structures, package technologies (wire bond, flip chip, WLCSP, SiP, advanced substrate), and test economics.
- Experience operating in Malaysia or the broader Southeast Asia semiconductor manufacturing environment strongly preferred.
- Professional certification such as CPSM, CSCP, or equivalent preferred.
QUALIFICATIONS
- Executive-level negotiation capability with a demonstrated record of delivering material cost reduction while strengthening — not damaging — strategic partner relationships.
- Strong financial acumen: should-cost modeling, TCO analysis, margin bridge construction, currency exposure management, and capital and NRE evaluation.
- Comprehensive understanding of semiconductor back-end manufacturing processes, capacity economics, equipment utilization, and yield-driven cost behavior.
- Working knowledge of cross-border trade, tariffs, export controls, and the geopolitical dynamics affecting semiconductor supply chains across Greater China, ASEAN, and India.
- Exceptional cross-cultural leadership and communication skills; able to operate credibly with OSAT ownership and senior management across four distinct business cultures.
- Proven ability to influence and align internal executive stakeholders across Finance, Legal, Quality, Planning, and Product Line organizations.
- Strong analytical capability including pricing analytics, capacity modeling, scenario planning, and competitive benchmarking.
- Ability to make consequential decisions under demand volatility, supply constraint, and incomplete information.
- Business-level English required; Mandarin and/or Bahasa Malaysia capability advantageous.
TRAVEL REQUIREMENTS
- Regional travel within Asia required up to 25% of the time, to OSAT partner sites in China, Taiwan, Malaysia, and India.
- International travel required up to 10% of the time, to corporate headquarters, global company facilities, and industry events.
LEVEL OF AUTHORITY
- Directs the OSAT commercial organization through two Director-level direct reports and their extended teams.
- Owns the OSAT spend portfolio and holds negotiation and commitment authority for assembly and test pricing within delegated approval thresholds.
- Approves OSAT commercial strategies, partner allocation plans, capacity commitments, and pricing positions.
- Authorizes commercial terms for new OSAT partner engagement, site expansion, and NRE and tooling investment within delegated authority.
- Develops and implements commercial policies, negotiation frameworks, and contract governance standards.
- Determines regional performance expectations and consequential personnel actions across the OSAT commercial organization.
- Serves as the primary executive representative to OSAT partners and the escalation authority for regional commercial disputes.
JOB COMPLEXITY
- Senior executive role requiring the integration of commercial objectives, supply assurance requirements, technical constraints, and corporate financial targets.
- Must coordinate across four countries with materially different regulatory regimes, trade exposures, labor structures, cost bases, and business cultures.
- Navigates competing priorities from Finance (cost), Planning (supply), Quality (performance), Product Line (roadmap), and OSAT partners (margin and utilization).
- Decisions carry substantial impact on product cost structure, gross margin, supply reliability, and the company's ability to meet customer commitments.
- Manages inherent tension between cost reduction and partner goodwill in a supply base where preferential capacity access is relationship-dependent.
- Operates in a market where OSAT capacity, pricing power, and geopolitical conditions can shift rapidly and asymmetrically across the four countries in scope.
- Balances near-term cost commitments against multi-year capacity and technology-access needs tied to product roadmaps not yet in production.
- Leads through two directors rather than direct execution, requiring delegation discipline, consistent commercial standards, and strong governance.
