Job Description

Sr. Director Market Performance

The Sr. Director, Market Performance is responsible for the operational health and financial performance of Cityblock’s Value-Based Care (VBC) ecosystem within an assigned market(s). This role bridges the gap between enterprise strategy and local execution, leading through others to ensure care delivery models and payer partnerships are integrated and efficient. In partnership with regional market leadership, the Sr. Director drives P&L performance by applying broad industry knowledge to resolve complex business problems.

Key Responsibilities

Operational Excellence & Strategic Leadership

  • Strategic Market Ownership: Contributes directly to the market strategy, providing leadership and direction through others.

  • Matrixed Accountability: Monitors care team execution and drives results through lateral influence, navigating complex organizational structures to align resources with market-specific needs.

  • Behavioral Transformation: Drives systemic change among providers and care teams using clinical data, transparent reporting, and incentive-aligned workflows.

  • Operational Remediation: Oversees market-led efforts to improve performance across the organization, payer initiatives, and community-based organizations (hospitals, specialists, and SDoH providers).

Value Creation & Financial Stewardship

  • Advanced P&L Mastery: Leads cross-functional teams to identify financial opportunities leveraging deep understanding of Medicaid/Medicare payment levers, including government rate-setting and risk adjustment (HCC/RAF).

  • Health Plan Optimization: Drives P&L performance by optimizing health plan levers such as claims processing, Utilization Management (UM) efficiency, and Payment Integrity programs.

  • Financial Outcomes: Drives improvements in financial outcomes, including the Medical Loss Ratio (MLR) and integrates Social Determinants of Health (SDoH) frameworks into medical spend reduction strategies.

  • Growth Strategy: In collaboration with the Growth team, drives the lifecycle of payer contracts and in-market(s) expansion.

Network Relationship & Influence

  • Executive Presence: Operates with high executive presence to build alignment across leadership teams and represent the market in enterprise-level discussions.

  • Strategic Provider Relations: Nurtures relationships with key network providers to coordinate member care and ensure mapping to HEDIS/Star rating improvements.

  • Technical Proficiency: Utilizes Population Health Management (PHM) platforms for forensic analysis and claims trend auditing.

Requirements

  • 12+ years of leadership experience in healthcare operations, value-based care, and/or population health.

  • 3+ years in direct P&L leadership roles in managed care, provider groups, or integrated delivery systems.

  • Expertise: Deep understanding of Medicare Advantage, Medicaid managed care, and/or commercial risk-sharing arrangements.

  • Mission Alignment: Proven commitment to improving healthcare for underserved or complex populations.

Skills & Education

  • Analytical Rigor: Ability to use complex datasets (Claims, UM, Revenue) to identify P&L levers and tell a compelling business story.

  • Leadership: Demonstrated success in providing direction through others and leading large, high-performing teams.

  • Education: Bachelor’s degree required; Master’s preferred or equivalent combination of education and experience.

We take into account an individual’s qualifications, skillset, and experience in determining final salary. This role is eligible for health insurance, life insurance, retirement benefits, participation in the company’s equity program, paid time off, including vacation and sick leave. The actual offer will be at the company’s sole discretion and determined by relevant business considerations, including the final candidate’s qualifications, years of experience, skillset, and geographic location. The expected salary range for this position is:

$153,000.00 - $210,000.00 Annual
