Job Description



The Senior Director, Information Systems – Regional (RCIO) provides executive leadership for regional technology strategy, information systems operations, cybersecurity, infrastructure, service delivery, and digital transformation across assigned markets and facilities.
This role serves as the senior technology executive for the region and is accountable for aligning enterprise technology strategy with market priorities while ensuring reliable, secure, and effective technology services that support patient care, operational excellence, financial performance, clinician experience, and organizational growth.
The RCIO serves as a trusted advisor to Market CEOs, Chief Nursing Officers, Chief Medical Officers, Chief Operating Officers, physician leaders, and operational executives. This position develops strong partnerships with Regional Directors of Clinical Informatics to ensure technology solutions effectively support clinical workflows, governance, adoption strategies, optimization initiatives, and organizational transformation goals.
The RCIO leads Regional IT leaders and technology teams, oversees multiple concurrent strategic initiatives, and ensures alignment between regional business objectives and enterprise Digital Technology priorities.

Essential Functions

  • Leadership & Organizational Design
    • Leads and mentors Regional IT Directors, Managers, and technology leaders through consistent leadership practices and accountability.
    • Defines organizational structures, staffing strategies, and workforce capability requirements aligned with regional and enterprise priorities.
    • Recruits, develops, and retains high-performing technology talent.
    • Partners with Human Resources and executive leadership on workforce planning, succession planning, and leadership development initiatives.
    • Fosters a collaborative, service-oriented, and highly engaged team culture.
    • Promotes accountability, innovation, continuous improvement, and operational excellence across regional technology teams.
  • Technology Operations & Service Excellence
    • Oversees regional technology operations including infrastructure, networking, telecommunications, cybersecurity, end-user support, and application support services.
    • Ensures delivery of reliable, secure, and cost-effective technology services across hospitals, ambulatory locations, and physician practices.
    • Establishes service level expectations and monitors operational performance using defined metrics and performance indicators.
    • Ensures compliance with enterprise standards, regulatory requirements, cybersecurity policies, and organizational procedures.
    • Leads business continuity, disaster recovery, and technology resiliency planning efforts within the region.
    • Drives operational excellence through standardization, automation, process improvement, and technology optimization initiatives.
  • Clinical Informatics Partnership & Clinical Technology Alignment
    • Establishes and maintains a strategic partnership with Regional Directors of Clinical Informatics to align technology capabilities with clinical and operational priorities.
    • Collaborates on initiatives supporting patient safety, quality outcomes, clinician experience, workflow optimization, and operational performance.
    • Ensures Information Systems resources effectively support clinical application implementations, upgrades, testing, optimization, and issue resolution activities.
    • Participates in governance forums supporting clinical applications, prioritization, and technology investment decisions.
    • Partners with Clinical Informatics leadership to support adoption strategies, organizational change initiatives, and clinician engagement efforts.
    • Collaborates to gather and address physician, nursing, and operational feedback regarding technology solutions and user experience.
    • Supports enterprise initiatives designed to reduce clinician burden, improve technology usability, and increase adoption of digital solutions.
    • Ensures technology strategies support regulatory requirements, patient safety initiatives, and organizational quality goals.
  • Enterprise Governance & Portfolio Management
    • Represents regional technology operations in executive governance committees and enterprise Digital Technology forums.
    • Oversees market technology demand management, intake processes, prioritization activities, and portfolio governance.
    • Evaluates strategic trade-offs involving funding, resources, timelines, and organizational priorities.
    • Resolves escalated issues impacting regional technology programs, operational performance, and project delivery.
    • Ensures regional initiatives align with enterprise architecture, cybersecurity, application, and infrastructure standards.
    • Provides executive reporting regarding portfolio performance, risks, dependencies, service levels, and strategic outcomes.
  • Financial & Vendor Management
    • Develops and manages regional technology operating and capital budgets.
    • Ensures responsible stewardship of organizational technology investments and resources.
    • Oversees vendor relationships, contract negotiations, renewals, service agreements, and performance management activities.
    • Conducts financial analysis and ROI evaluations for technology initiatives and investments.
    • Partners with enterprise sourcing and procurement teams to optimize technology spending and vendor performance.
    • Maintains accountability for project execution within approved budget and timeline expectations.
  • Executive & Cross-Functional Partnership
    • Serves as the primary regional technology advisor to Market CEOs, executive leadership teams, physician leaders, and operational stakeholders.
    • Develops trusted relationships with clinical, operational, and administrative leaders throughout assigned markets.
    • Partners with Quality, Safety, Revenue Cycle, Finance, Human Resources, Clinical Operations, and
    • Clinical Informatics leadership to support organizational priorities.
    • Facilitates effective communication and coordination between enterprise Digital Technology teams and regional stakeholders.
    • Supports mergers, acquisitions, divestitures, and organizational growth initiatives.
    • Promotes shared accountability across Information Systems, Clinical Informatics, and operational leadership teams.

Qualifications

  • Bachelor's Degree in Information Technology, Computer Science, or related field required
  • Master's Degree in Information Technology, Computer Science, or related field preferred
  • 10-15 years of of Progressive healthcare information systems or other related experience required
  • 7-10 years of leadership experience in an IT management position required
  • 3-5 years of Multi-facility or regional healthcare technology leadership experience required
  • 3-5 years of Executive leadership advisory experience and participation in governance structures preferred
  • 3-5 years of Acquisitions, divestitures, mergers, or organizational integration experience preferred

Knowledge, Skills and Abilities

  • Advanced understanding of healthcare operations, clinical workflows, and information technology strategy.

  • Demonstrated ability to communicate technology strategy in business-focused terms to executive stakeholders.

  • Industry certifications such as TIA, ITIL, Cloud. or related certifications preferred
