Spectrum seeks a Senior Director, Government Affairs to lead the negotiation and management of local franchise agreements, drive compliance, and secure terms aligned with business goals. Collaborate across teams and with government officials to advance Spectrum’s operational objectives, making a lasting impact on communities and the company’s footprint.

How You’ll Make an Impact  

  • Negotiate franchise agreements, renewals, and transfers with local authorities to secure favorable terms for Spectrum’s business objectives
  • Oversee franchise compliance, audit franchise fees, monitor financial and regulatory requirements, and develop strategies to advance Spectrum’s interests
  • Draft franchise proposals, public hearing testimony, and supporting materials for negotiation and advocacy
  • Build relationships with municipal associations, councils of government, and local officials to support Spectrum’s franchising efforts
  • Prepare and present company positions before governing bodies and at public hearings
  • Coordinate with internal business and legal teams regarding franchising goals
  • Track and manage franchise renewal and transfer efforts across all operating regions

What You’ll Bring to Spectrum  

Required Qualifications  

Education  

  • Bachelor’s degree

Experience  

  • 10+ years of cable or telecommunications experience
  • 7+ years of local government affairs or cable franchising experience

Skills  

  • Communicate clearly orally and in writing
  • Manage multiple projects and tasks
  • Make decisions and solve problems while working under pressure
  • Read and analyze technical journals, financial reports, legal documents, statutes, regulations, agency notices, and public filings
  • Ability to work independently and within groups, especially cross-functional groups in state and local government affairs
  • Write testimony for franchise hearings, speeches, and advocacy documents, presenting information effectively to executive management, public groups, and government agencies
  • Knowledge of video, broadband, voice, and mobile products and services
  • Highly proficient in cable franchising, municipal procedures, and franchise renewal and transfer processes under Title VI of the Communications Act, including franchise fee and gross revenue, PEG, buildout, customer service, and competitive equity concepts

Preferred Qualifications

  • Law degree

Experience

  • 7+ years of legal experience

Skills

  • Experience negotiating cable franchise agreements, renewals, transfers, and extensions
  • Familiarity with state video franchising regimes, local right-of-way ordinances, and municipal legislative procedure
  • Experience with franchise transfer filings including FCC Form 394 and franchise renewal proceedings
  • Working knowledge of franchise fee and gross revenue reporting, audits, and PEG funding and accounting
  • Established relationships with municipal associations and councils of government
  • Experience managing and supporting cable franchising matters

The base pay for this position generally is between $151,400.00 and $268,800.00. The actual compensation offered will carefully consider a wide range of factors, including your skills, qualifications, experience, and location. We comply with local wage minimums and also, certain positions are eligible for additional forms of other incentive-based compensation such as bonuses.
