Senior Director for Data Management and Research

The position is responsible for overseeing the integrity, security, and compliance of data management systems within the Illinois Community College Board (ICCB). This role ensures accurate and timely data reporting, supports the agency's strategic goals through data analysis and collaboration, and leads efforts to align data collection and reporting practices with federal, state, and institutional requirements. The position also supervises assigned staff and works closely with internal divisions and external partners to maintain high standards of data governance.

Supervises assigned staff, providing direction, mentorship, and performance feedback to ensure high-quality work and professional development.

Duties/Responsibilities

Data Governance & Compliance:

• Establishes and enforces policies and procedures for data management.
• Ensures adherence to federal, state, and institutional data reporting standards.
• Ensures the ICCB meets compliance objectives for any other initiatives as assigned by the supervisor.
• Manages and coordinates the ICCB data collection surveys across the agency to ensure inventory accuracy and compliance with federal, state, and agency requirements.
• Leads efforts to communicate changes in MIS collection processes and other federal and state reporting requirements to internal and external stakeholders.

Data Accuracy & Reporting:

• Ensures data accuracy, consistency, and completeness with the ICCB MIS submissions, surveys, and other applicable collection mechanisms.
• Manages submissions to agencies like IPEDS, accreditation bodies, grant funders, and auditors.
• Prepares detailed reports and presentations with data-driven recommendations.

Collaboration & Communication:

• Acts as a liaison to align data strategy, ensure compliance with reporting standards, and support collaborative research and data-sharing initiatives.
• Coordinates, manages, and documents data sharing activities with external entities.

Systems & Security:

• Collaborates with the Information Technology division on designing, implementing, and maintaining the ICCB’s Centralized Data System.
• Interfaces with Information Technology staff to ensure protection of sensitive data from unauthorized access and breaches.
• Implements and maintains strategies for long-term data storage and retrieval.

Other Responsibilities:

• Perform other duties as assigned, which may include occasional travel.

Minimum Qualifications

• Bachelor's degree in computer science, operations research, or other related fields with at least 12 semester hours in computer science and/or mathematical modeling.
• OR Experience and/or training that provided knowledge, skills, and abilities comparable to those normally gained in one of the Bachelor's degree programs listed above.
• One (1) year (12 months) of experience in operations research and/or mathematical modeling.

Additional Desired Qualifications

• Supervisory experience.
• Strong, articulate presentation skills.
• Master’s degree or baccalaureate degree and two years’ experience in an educational field, information
• technology/computer science, mathematics, social sciences, or related field.
• Experience organizing, coordinating, or performing research and planning projects or closely related activities.
• Proficiency in statistics software such as SAS, SQL.
• Experience with, or adequate knowledge of, the Illinois Community College System
• Strong analytical and problem-solving skills.
• Knowledge of database management systems and data technologies.
• Understanding of data governance principles and best practices.
• Excellent written and verbal communication skills.
• Ability to communicate complex data information clearly and concisely.
• Strong organizational and interpersonal skills.
• Ability to manage multiple projects and meet deadlines.
• Experience in statistical software and proficiency in Microsoft Excel.

Within SUCSS, each position is assigned to a civil service job classification or exemption that carries its own specific and distinct set of minimum qualifications. Those job qualifications are used in evaluating each applicants’ educational background and experience in order to determine their eligibility for employment. The Civil Service examination for this classification is based on your application materials and responses to the supplemental questions. No participation other than submission of applicant materials are required from applicants that qualify to take the exam. If you meet the minimum required qualifications for this position, you will receive a score calculated based on your education and experience, and your name will be placed on the active employment register by exam score. After the application deadline, the names within the top three scores will be referred to the department for interview. Register will be cleared after position is filled.
