Job Description

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

HRA/General Support Services (GSS) provides safe, healthy, and appropriate facilities for HRA’s various social service programs. Its many functions include facilities planning and coordination, design and construction, renovation, repair and maintenance, custodial and other building services, health/safety program coordination, lease and property management, land use and environmental review activities, contract administration for facilities services, and warehouse operations. GSS plays a major role in HRA emergency preparedness.

General Support Services / Office of Planning & Logistics / Division of Inventory Management & Warehouse Operations is recruiting for one (1) Administrative Storekeeper M-II to function as a Senior Director who will:

- Oversee and administer GSS–OCBM Supply Chain Operations units comprised of the Supply Chain & Inventory Management Unit, Production Control Unit (PCU), Special Equipment Unit (SEU), Custodial & Fuel Supply Unit (CFSU), and Office Supplies Unit (OSU).

- Manage the forecasting and inventory control of over 6,000+ mission-critical commodities for both GSS Logistics warehouses.

- Coordinate operations related to warehouse inventory control, forecasting, contract development, purchasing management for both GSS Logistics warehouses and purchasing management for furniture, appliances, reasonable accommodation items, special equipment, Bureau of Printing & Distribution Services (Print Shop and check-printing supplies), agency office supplies, and Records–Information and Retrieval Services supplies.

- Supervise staff and operations of the PCU, which is responsible for managing GSS work order management systems. Oversee staff and operations of the SEU, which is responsible for managing agency special equipment.

- Manage staff and operations of the CFSU, which is responsible for managing custodial group inventory and building fueling operations and oversee staff and operations of the OSU, which is responsible for managing agency office supplies.

- Collaborate with GSS Logistics management, warehouse operations staff, DSS Vendor Payment Unit, DSS Office of Contracts, GSS Budget Management, DSS customers, and vendors to ensure that supply chain operations are efficient and that goods and services are ordered, received, and invoiced properly.

- Ensure a high level of customer service is provided by all units; review and provide ledgers, reports, and spreadsheets to GSS executive management; formulate supply chain policies regarding operations, procedures, and methods and participate in continuous process improvement programs; identify ways to increase efficiency and effectiveness.

Hours/Shift: 7AM - 3PM

Qualifications

1. Six years of full-time progressively responsible experience in warehousing operations at least 18 months of which must have been in a managerial or administrative capacity requiring independent decision-making concerning management or planning, allocation of resources and the scheduling and assignment of work; or
2. Education and/or experience which is equivalent to "1" above. Education may be substituted for the general administrative experience (but not for the 18 months of managerial experience described above) at the rate of 1 year of college for 6 months of experience up to a maximum of 4 years of college for 2 years of experience.
