Opportunity

PeopleTec is currently seeking a Senior Digital Transformation Strategy and Policy Analyst to support our Huntsville, AL location.

The Senior Digital Transformation Strategy and Policy Analyst supports our Huntsville, AL location by contributing to the assessment, development, implementation, and continuous refinement of the organization’s Digital Transformation Strategy, supporting policies, governance framework, and multiyear implementation roadmap. The analyst evaluates higher-level Department of War, Department of the Army, and Army Acquisition digital-transformation guidance; assesses its applicability to the organization; and develops actionable recommendations that align digital initiatives with mission priorities and acquisition-transformation objectives. Working onsite as an integral member of the Digital Transformation Office (DTO), the analyst coordinates across headquarters staff, subordinate organizations, functional communities, and mission partners to translate strategic objectives into prioritized initiatives, measurable outcomes, and executable plans. The analyst also supports the transition, integration, and institutionalization of digital-transformation products, processes, capabilities, and organizational knowledge.

Duties:

  • Assess the organization’s digital-transformation environment, including business processes, policies, governance, workforce capabilities, data practices, technology use, digital maturity, capability gaps, organizational barriers, risks, and dependencies.
  • Review Department of War, Department of the Army, and Army Acquisition policies, strategies, directives, and guidance; assess their organizational implications and develop recommended actions.
  • Support the development, implementation, and continuous refinement of the organization’s Digital Transformation Strategy, supporting policies, governance framework, and multiyear implementation roadmap.
  • Translate strategic objectives into an executable digital-transformation roadmap comprising prioritized initiatives, milestones, dependencies, performance measures, resource considerations, decision points, risks, and anticipated mission outcomes.
  • Maintain and update the integrated digital-transformation roadmap; monitor implementation progress, capability adoption, organizational value, risks, and mission impact; and recommend adjustments based on performance, changing priorities, and emerging requirements.
  • Develop strategies, policies, governance documents, implementation plans, decision papers, executive briefings, and other digital-transformation products.
  • Support DTO governance processes, including roles and responsibilities, decision forums, initiative intake and evaluation procedures, prioritization criteria, performance reviews, and issue-escalation processes.
  • Coordinate with headquarters staff, subordinate organizations, functional communities, data owners, and mission partners to identify requirements, reconcile priorities, facilitate planning and governance activities, document decisions, and promote enterprise alignment.
  • Integrate data governance, authoritative data sources, enterprise architecture, Army-directed platforms and toolsets, cybersecurity, interoperability, workforce development, and sustainment considerations into digital-transformation strategies and plans.
  • Support the transition, integration, and institutionalization of digital-transformation products, processes, tools, and organizational knowledge developed through consulting and technical-support efforts.

Qualifications

Required Skills/Experience:

  • Minimum of 10 years of progressively responsible experience in digital transformation, organizational modernization, strategic planning, policy analysis, management and program analysis, acquisition support, or related fields.
  • Demonstrated experience supporting digital-transformation initiatives involving two or more of the following areas: organizational strategy, business-process modernization, data governance, enterprise architecture, digital tools, decision-support capabilities, technology adoption, or workforce transformation.
  • Demonstrated experience developing, implementing, or assessing a digital-transformation strategy, policy, governance framework, implementation roadmap, or closely related organizational-modernization effort.
  • Demonstrated knowledge and experience across digital transformation, data governance, enterprise architecture, data-driven decision support, technology adoption, and organizational change management, with substantive experience in at least two of these areas and the ability to integrate them into organizational strategies, policies, and implementation roadmaps.
  • Familiarity with Army Vantage, Microsoft Power BI, Microsoft Power Platform, or comparable enterprise data-analysis and visualization tools.
  • Experience translating strategic objectives and higher-level guidance into prioritized initiatives, milestones, performance measures, risks, dependencies, and executable plans.
  • Experience conducting organizational assessments, gap analyses, policy reviews, risk assessments, or digital-maturity assessments.
  • Experience coordinating across technical, acquisition, functional, and executive-level stakeholder groups within a large, complex organization.
  • Demonstrated ability to facilitate working groups, planning sessions, stakeholder interviews, workshops, and governance forums.
  • Exceptional analytical, critical-thinking, research, organizational, and problem-solving skills.
  • Exceptional written and verbal communication skills, including experience preparing strategies, policies, executive briefings, decision papers, white papers, and implementation plans.
  • Ability to work independently, manage multiple priorities, and deliver high-quality products within established timelines in a dynamic environment.
  • Proficiency with Microsoft 365 applications, including Word, PowerPoint, Excel, Teams, and SharePoint.
  • Must have a current driver’s license.
  • Travel: Up to 10%.
  • Must be a U.S. Citizen.
  • Must have an active DoD Secret clearance upon hire and the ability to maintain it.

Education Requirements:

  • Bachelor’s degree from an accredited college or university in business administration, public administration, public policy, management, acquisition management, information systems, data science, systems engineering, organizational development, or a related field.

Desired Skills:

  • Master’s degree in business administration, public administration, public policy, management, information systems, systems engineering, data science, organizational development, or a related discipline.
  • Experience supporting a Department of Defense or Department of the Army acquisition organization, program executive office, portfolio organization, program office, or headquarters staff.
  • Knowledge of Army acquisition processes, organizational structures, governance forums, data environments, and decision-support requirements.
  • Experience supporting or establishing a Digital Transformation Office, data-governance council, enterprise-architecture board, or comparable cross-functional organization.
  • Familiarity with Department of War and Army policies and strategies related to digital transformation, data management, artificial intelligence, digital engineering, cybersecurity, software modernization, and acquisition reform.
  • Experience developing performance measures, benefits-realization frameworks, maturity models, or executive dashboards for transformation initiatives.
  • Experience supporting organizational change management, workforce adoption, communications, training, or digital-skills development.
  • Project Management Professional, Prosci Change Management, DAWIA, Lean Six Sigma, or another relevant professional certification.
