
[What the role is]
The Grant Programme Management division oversees the assessment and approval of grant applications and claims, ensuring that public funds are disbursed in a consistent, compliant, and well-governed manner. In this role, you will work closely with processing officers to uphold assessment quality and strengthen grant administration practices across the organisation.
[What you will be working on]
This portfolio plays a key part in safeguarding the integrity of grant disbursement through robust application reviews, compliance oversight, and capability development within the processing team.
Application or Claims Review and Approval
You will review grant applications or claims and supporting documents to assess compliance with programme guidelines, eligibility criteria, and funding requirements — evaluating submissions for accuracy, completeness, and adequacy before endorsing approval, rejection, or requests for further clarification.
Apply established approval frameworks consistently, ensuring that all decisions are properly documented and supported by relevant records.
Apply risk-based and statistical frameworks to prioritise and calibrate assessment effort, ensuring that review resources are directed appropriately across varying claim types and risk profiles where relevant.
Escalate complex, high-risk, or non-standard cases for further review where necessary.
Compliance and Quality Assurance
Conduct detailed checks to identify discrepancies, omissions, or potential non-compliance issues, verifying that applications meet documentation and evidentiary requirements prior to approval.
Support the implementation of quality control measures to enhance assessment consistency and identify recurring application issues to recommend improvements to review processes and guidance materials.
Contribute to the development and refinement of assessment templates, checklists, and standard operating procedures.
Guidance and Capability Development
Provide advice and clarification to processing officers on grant guidelines, eligibility requirements, and assessment criteria, and review their assessments to ensure consistency and quality.
Support capability building by sharing common observations, assessment considerations, and compliance requirements, and assist in resolving application or claim related queries and interpretation issues arising during processing.
[What we are looking for]
What You'll Be Using and Applying
Degree in Business, Public Administration, Finance, Accountancy, or a related discipline, or equivalent work experience.
Experience in grant administration, compliance review, audit, quality assurance, regulatory assessment, or case management, with exposure to second-level or quality review functions being an advantage.
A background in accounting or audit, along with familiarity with risk-based and statistical models, audit, governance, and payment-related topics — whether through professional training, qualification, or hands-on experience — is an added advantage for claim review work.
Ability to interpret and apply policies, guidelines, and procedures consistently across varied and complex cases, including those involving compliance, governance, or risk considerations.
Strong analytical and critical thinking skills, with the ability to assess applications and claims rigorously and make well-reasoned approval decisions.
