The Government requires one Senior Cybersecurity Engineer to be identified as Key Personnel/team lead within both the base-year and option-year staffing structure, and the Key Personnel resume is a gate requirement for proposal evaluation.

Responsibilities

  • Lead the onsite contractor technical team and serve as the primary day-to-day technical interface with the Government COR and mission stakeholders.
  • Provide systems engineering and cybersecurity analysis across DC3 enterprise systems, tools, and mission capabilities.
  • Support architecture analysis, modernization recommendations, operational/system view updates, integration planning, and technical standards alignment.
  • Support cyber operations analysis, including structured analysis, intelligence-informed technical assessments, gap identification, and production of actionable technical findings.
  • Participate in root-cause analysis, corrective-action planning, and problem management for recurring technical issues.
  • Support change management, release planning, configuration control, integration, sustainment, and transition of new or modified capabilities.
  • Support test engineering activities, including developmental testing, operational testing, automated test planning, failure analysis, risk assessment, and corrective action tracking.
  • Develop and review technical reports, specialized reports, briefings, schedules, risks, action trackers, and decision-ready recommendations.
  • Ensure team compliance with contract performance expectations, including workforce stability, deliverable timeliness, technical quality, and vacancy controls.
  • Maintain a cohesive, mission-focused team capable of supporting short-notice and ad hoc Government tasking.

Required Qualifications

  • Active Top Secret clearance.
  • SCI eligibility at time of proposal submission/performance; TS/SCI strongly preferred.
  • CISSP certification.
  • Experience leading cybersecurity engineering, systems engineering, SETA, cyber operations, or cyber mission-support teams in DoD, IC, law enforcement, or counterintelligence environments.
  • Experience with RMF, cybersecurity architecture, vulnerability/risk analysis, cybersecurity tool integration, continuous monitoring, test engineering, DevSecOps/agile methods, and technical documentation.
  • Ability to work onsite full-time in Linthicum Heights, Maryland.
  • Strong communication skills and ability to produce clear, actionable technical recommendations for Government stakeholders.

Preferred Qualifications

  • Prior DC3, AFOSI, DoD cyber, law enforcement, counterintelligence, digital forensics, or intelligence-community experience.
  • Experience supporting technical exchange meetings, cyber R&D, capability assessments, vendor market surveys, field demonstrations, and mission-partner coordination.
  • Experience with DoD/AF acquisition, JCIDS, PPBE, DoD 5000-series processes, SAFe Agile, PMBOK, and DoD systems engineering guidance
