Job Description

We are seeking a Senior Cyber IT Infrastructure Analyst to provide strategic, technical, and operational support for enterprise cyber planning, systems integration, and mission-focused IT modernization efforts. The ideal candidate will bring strong knowledge of Joint Publication (JP) 5-0, Joint Planning, combined with deep experience in enterprise networking, cloud services, operational design, emerging technologies, technical documentation, and executive-level communications.

This role is critical to aligning cyber planning, enterprise architecture, and mission needs across a complex IT environment. The successful candidate will help shape modernization efforts, improve integration across systems, and deliver high-quality planning and decision-support products for senior leadership.

Key Responsibilities:

  • Operational Cyber Planning & Joint Design -Lead cyber operational planning, operational design, and mission integration for DOWIN Operations in accordance with Joint Publication 5-0 (JP 5-0) and strategic security frameworks.
  • Strategic Alignment & Enterprise Infrastructure - Align planning and architectural design with DCDC leadership intent, compliance mandates, and enterprise goals while diagnosing and resolving complex issues across LANs, WANs, cloud environments, data centers, servers, and communications systems.
  • Data Protection & Cloud Modernization - Implement and optimize DoW-approved security controls, transactional pathway protections, and defense mechanisms to accelerate enterprise modernization across all DOW cyber/IT environments.
  • Process Improvement & Framework Governance - Drive Continuous Process Improvement to optimize service delivery, system integration, and governance, operating seamlessly within Scaled Agile Framework (SAFe) and ITIL 4 frameworks.
  • Executive Documentation & Decision Support - Author, review, and finalize high-level operational and technical deliverables —including CONOPS, Decision Papers, Training Plans, and Executive Summaries—tailored for General Officer/Flag Officer (GO/FO) and Senior Executive Service (SES) audiences.
  • Stakeholder Engagement & Multi-Program Execution - Orchestrate cross-functional communications between technical teams and senior decision-makers, operating with high autonomy to manage multiple large-scale enterprise transformation initiatives concurrently.

Required Qualifications

  • Bachelor’s degree or higher and 12+ years of relevant experience in cyber planning, enterprise IT, systems integration, network architecture, or related operational support.
  • Must hold an active TS/SCI US Security Clearance.
  • Demonstrated working knowledge and practical application of Joint Publication 5-0 (Joint Planning). Proven ability to translate strategic guidance into actionable plans, develop Courses of Action (COAs), and integrate cyber capabilities into joint operational frameworks.
  • Must have knowledge of networking, cloud, data center, server, and communications systems, as well as common Department of War services, devices, and data protection processes.
  • Experience providing strategic input for operational design, technical documentation, proposal review, communications requirements, system architecture, and integration/implementation planning is required.
  • Candidates must also demonstrate experience writing, reviewing, and editing **technical documents, CONOPS, and Training Plans**; communicating effectively with technical and non-technical audiences, including General Officer, Senior Executive, and other decision-maker audiences; working independently with limited direction; supporting multiple large-scale IT systems; and working with IaaS and PaaS technologies.

Candidates must possess at least one (1) of the following certifications:

  • Microsoft certifications (e.g., Azure, Data & AI, Dynamics 365, Modern Workplace, Business Applications, etc.)
  • Google Cloud | Amazon Web Services (AWS), VMware, Oracle, Cisco, ITIL 4 Foundation / IT Service Management, Project Management Professional (PMP), Agile / Scrum Master, Certified Information Systems Security Manager (CISM), or Certified Information Systems Security Professional (CISSP)

Preferred Qualifications

  • Candidates have expertise in cyber planning efforts in joint, enterprise, or otherwise complex mission environments, with demonstrated ability to translate operational requirements into technical solutions and implementation plans.
  • Possess proficiency with enterprise governance, modernization planning, and architecture review processes, as well as experience preparing senior leader briefings, action papers, and decision-support products. Knowledge of legacy-to-modernization transition planning in hybrid enterprise environments is also desired.

Pay Range:

Pay Range $131,300.00 - $237,350.00
