ANSER is seeking a Senior Cyber Excepted Service (CES) Workforce Policy Analyst to support the Department of Defense (DoD) Chief Information Officer (CIO). In this role, you will provide expert guidance on CES-related human resources policies, recruitment, and staffing processes, supporting DoD Component leaders, HR offices, and the workforce. You will develop policy guidance, advise stakeholders, and coordinate workforce management initiatives across the enterprise.

Day-to-Day Responsibilities

  • Advise DoD Components on procedural and regulatory requirements governing CES recruitment and staffing.
  • Support CES component stakeholders throughout staffing processes, tailoring guidance to diverse audiences.
  • Review and verify CES personnel actions, including coding and processing, using current automated HR tools in compliance with statutory and regulatory guidance.
  • Evaluate requests for special salary rates, recruitment bonuses, retention incentives, allowances, and other authorities.
  • Review, develop, or revise CES staffing policies, supplemental guidance documents, and issue papers.
  • Research and analyze interrelationships between federal personnel systems (e.g., GS, FWS, DCIPS, Demos) and CES requirements.
  • Respond to component inquiries and coordinate staff actions across Workforce Innovation Directorate (WID) teams.
  • Assist government leadership staff in stakeholder communications, meetings, and correspondence.
  • Prepare briefings, multimedia presentations, white papers, and informational memoranda.
  • Coordinate joint efforts with other groups and maintain accountability for assigned tasks.

Required Qualifications

  • Active Secret Security Clearance
  • PhD in a related field with 20 years of relevant experience or Master’s degree in a related field with 28 years of relevant experience
  • Extensive experience in federal HR, recruitment, staffing, or workforce policy related to CES or similar personnel systems
  • Strong expertise in analyzing and advising on complex HR policies, processes, and automated HR tools

Preferred Qualifications

  • 7+ years of federal HR experience (preferably within DoD) with deep knowledge of CES recruitment and staffing policies
  • Expert understanding of Title 5, Title 10, and Department of Defense personnel policies
  • Exceptional written and verbal communication skills for representing DoD CIO positions
  • Prior experience at the Office of the Secretary of Defense (OSD) level
  • Advanced MS Word and PowerPoint skills; proficient in Excel and Outlook
  • Experience with Microsoft Teams and SharePoint development and administration
  • Ability to work independently and manage projects from conception to completion
  • Comfortable in a fast-paced, dynamic environment
  • Experience supporting IT or cyberspace activities within military services, Defense Agencies, or Field Activities
