Duties may include, but are not limited to, the following:
• Resolve customer inquiries regarding rates, fees, services, and regulations.
• Assist staff in addressing complex and difficult customer service issues.
• Produce bills, reports, and files using standard software applications.
• Contact customers regarding service, billing, and tax assessment concerns.
• Train and provide lead direction to customer service and clerical staff.
• Process payments, research returned checks, and determine appropriate charges.
• Grant extensions, establish payment plans, and adjust utility bills as needed.
• Research transactions and input accurate adjustments and corrections.
• Communicate with other agencies and support departmental procedures.
• Perform related duties as assigned.

The current vacancies exist in the Retirement Department. This classification also exists in the Planning & Development, Public Utilities, and Finance departments. Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period at the City's discretion. If the examination process is suspended for this recruitment, the eligible list may be limited to three (3) months.
The Requirements
Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for the examination and does not assure a place on the eligibility list:
Option 1:
Two (2) years as a Customer Services Clerk with the City of Fresno
Option 2:
Possession of a high school diploma or GED and completion of nine (9) units in accounting, mathematics, or related coursework
AND
Two (2) years of increasingly responsible full-time general customer service and financial record keeping.
Additional Requirements
Eligibles certified for consideration for this position will be required to successfully pass a Department interview and a Department of Justice fingerprint process prior to employment with the City of Fresno.
Possession of a valid California Driver's License may be required at time of appointment and maintained throughout time of employment. Candidates considered for hire may be required to provide proof of a valid driver's license and current copy of their driving record.
Bilingual abilities may be required to meet community and operational needs.
The Selection Process
The examination process may consist of the following:
Written Examination - 100%: The written examination may be conducted online and is designed to assess a candidate's knowledge of financial recordkeeping procedures, basic mathematical procedures and calculations, skill to operate modern office equipment including a computer, ability to establish and maintain effective working relationships, provide lead direction and other subject matter designed to test the knowledge, skills and abilities of a Senior Customer Services Clerk.
Candidate must achieve a passing score on the Written Examination to qualify for placement on the eligible list.
The written exam is tentatively scheduled for the week of August 31st, 2026.
Veteran’s Preference
If an examination is conducted for a position within the classified service, qualified veterans who pass the examination will have five (5) points added to their final score. Candidates must submit a copy of their DD214 Member 4 form or electronic copy indicating honorable discharge with each application prior to the filing deadline.
