Job Description

The Senor Country Strategic and Partnerships Advisor will serve as a key advisor to the Country Director, responsible for accelerating the country program’s strategic growth and market positioning. This role is dedicated to identifying and securing new avenues for organizational impact by cultivating high-level relationships with government, the private sector, and multi-sectoral stakeholders. The Senior Advisor will lead the analysis of the external landscape to identify emerging opportunities, articulate our unique value proposition, and design frameworks that ensure the long-term sustainability and scalability of the country portfolio by developing Country Strategy.

Responsibilities

Strategic Growth and Portfolio Development

• Lead the analysis of the country landscape to identify emerging programmatic needs, funding trends, and market entry points that align with our strategic mission.
• Conceptualize and develop compelling strategic frameworks, concept notes, and proposals that articulate our impact to potential partners and stakeholders.
• Support the development of long-term country strategies, ensuring the program is agile, competitive, and well-positioned to meet national priorities and donor interests.
• Provide the Country Director with high-level intelligence on risks, opportunities, and competitive positioning within the evolving country context.
• Lead consolidated and robust opportunity assessments—including donor fit, organizational capacity, risk analysis, and competitive landscape—to guide senior leadership in making informed go/no-go decisions.

Strategic Partnerships and Stakeholder Management

• Build and steward relationships with government institutions, private sector actors, civil society, and regional stakeholders to expand our network and influence.
• Design partnership frameworks, scopes of work, and collaborative agreements that foster sustainable, long-term synergy.
• Map key stakeholders and assess the competitive landscape to ensure our programs are well-integrated and positioned for growth.
• Manage the full partnership lifecycle—from identification and relationship-building to long-term coordination and stewardship.

External Relations and Strategic Positioning

• Engage with high-level institutional stakeholders to shape the national agenda and advocate for program goals.
• Collaborate with internal teams to ensure that our external communications and high-level engagements consistently highlight our impact and strategic relevance.
• Actively monitor sector trends, policy shifts, and stakeholder priorities to proactively pivot our strategy and maintain a competitive advantage.

Internal Coordination

• Strengthen internal systems for business development, including pipeline tracking and knowledge management.
• Convene and coordinate the right mix of technical experts, budget/finance staff, and Monitoring, Evaluation & Learning (MEL) specialists to co-develop competitive concept notes and proposals
• Foster a culture of collaboration, motivation, and accountability across teams
• Work closely with the organization’s global business development backstop team to ensure proposals meet donor standards, incorporate global best practices, and leverage organizational strengths
• Maintain clear, structured communication channels across departments to ensure alignment, accountability, and timely delivery of proposal components
• Lead and coordinate cross-departmental inputs to develop a coherent, evidence-based country strategy aligned with strategic priorities and market opportunities.

Required Qualifications

• Master’s degree in Business Administration, International Development, Strategy, Communications, Public Health, or a related field; or equivalent combination of professional education and experience.
• 10 years of experience in senior-level strategic planning, relationship management, or complex project growth, preferably within international NGOs or development sectors.
• Proven track record in translating high-level organizational goals into actionable growth plans and successful, scalable partnerships.
• Deep experience navigating complex environments involving government, corporate, and civil society actors.
• Proven expertise in proposal development, organizational strategy, and business development, with strong knowledge of donor requirements.
• Demonstrated experience collaborating with ACSOs, with in-depth knowledge of compliance and operational requirements for INGOs.

• Exceptional ability to synthesize complex information, identify growth trends, and design effective, forward-thinking strategies.
• Ability to articulate a compelling institutional value proposition and translate technical program approaches into winning, clear, and high-quality proposal narratives.
• A sophisticated approach to building, managing, and sustaining professional relationships with donors and partners that drive organizational results and secure long-term support.

Salary: Between 28,659 – 47,847 USD per annum.
